Capital Project Manager IV (CPM IV) roles oversee capital projects with the highest levels of complexity, scale, and risk—from early planning through final closeout. In addition to core project management responsibilities, individuals in this classification may provide expert-level leadership in specialized fields such as urban planning, architecture, engineering, landscape architecture, or construction management. CPM IVs often supervise or mentor other project managers, lead large multidisciplinary teams of consultants and contractors, and direct capital programs, including oversight of program budgets and long‑range planning.
Aboutthe Team
The Capital Improvement Program (CIP) section provides strategic direction, oversight, and delivery of capital projects across the Parks system. This work includes planning, designing, developing, and constructing the division’s capital portfolio; managing major repair and renovation projects systemwide; advancing regional trail development; and delivering new capital improvements throughout parks and open spaces. The CIP team also collects, manages, and stewards asset data for the County’s 32,000‑acre system of parks and trails.

Job DutiesWhat You Will Be Doing
- In coordination with Parks Division sections and external partner agencies, plan, develop, and prepare annual capital improvement program requirements and budgets for assigned projects and programs. Responsibilities include developing project scopes, schedules, estimating costs and budget needs, identifying risks, and initiating project approval.
- Oversee, develop, and supervise the preparation, review, and approval of A/E contracts through all phases of the capital project (planning, preliminary design, final design, construction, closeout, acquisition). Oversee, develop, and supervise advertised construction contracts using WSDOT or CSI specifications (e.g., contract submittals, change orders, payment applications). Provide technical expertise related to major maintenance and compliance inspection programs.
- Serve as the technical expert for multiple programs and projects, providing signatory design approval (e.g., stamping drawings) for in‑house designs and ensuring compliance with applicable federal, state, and local laws and regulations (e.g., SEPA, King County Land Use Code). Offer technical guidance in evaluating and analyzing complex, sensitive, and politically significant issues, and brief Division and Department senior leadership and Council staff on these matters.
- Perform the full scope of supervisory responsibilities for assigned staff on a continual and regular basis. Staff may include several subordinate teams or organizational units and responsibilities may involve providing technical guidance, supervision, coaching, evaluating, overseeing work plans, training and professional development of other capital project managers.
- Oversee, supervise, coordinate, and perform planning activities, design plan reviews, and provide approvals when individuals, businesses, and other agencies apply for permits to construct facilities and assets on Parks property.
