Job Summary
The City of Bellevue Utilities Department is seeking an experienced Assistant Director to lead its Resource Management and Customer Service Division. The Assistant Director is a member of the Bellevue Utilities executive team, co‑leads the department in achieving strategic, operational, and financial goals, and oversees an annual operating budget of $246 million while ensuring fiscal stewardship, high‑level customer service, and effective technology systems.
Responsibilities- Actively engage on the 2027‑2028 budget development process and provide effective decision‑making to support essential services.
- Partner with the Deputy Director and staff to optimize the Customer Information Billing System, Customer Portal, and Advanced Metering Infrastructure implementation.
- Lead the transition from bi‑monthly to monthly billing, focusing on financial equity, sustainability, and affordability.
- Collaborate on procurement and implementation of the next solid waste contract.
- Develop and implement an enhanced Utility Bill Assistance Program using policy, process, and technology improvements.
- Ensure compliance of financial policies with City’s Comprehensive Financial Policies, statutory requirements, and industry best practices.
- Foster shared leadership, trust, and communication to promote a culture of innovation and continuous improvement focused on customer service.
- Champion the City’s diversity, equity, and inclusion initiatives and stay culturally competent.
- Co‑lead the department as part of the Utilities Leadership Team, providing direction to managers, supervisors, and contributors.
- Eight or more years of progressively responsible leadership and financial management experience, particularly in a public utility or public works environment.
- Experience leading large teams and a strong customer‑service orientation, with utility billing and rate‑structure knowledge preferred.
- Bachelor’s degree in business, finance, or a related field required; master’s degree preferred.
- Ability to develop and administer complex budgets and long‑term financial strategies.
- Strong communication skills, adaptive change‑management approach, and commitment to the City’s core values.
- Completion of a criminal background check and reference checks (including at least one prior supervisor) required.
A hybrid work schedule is available after orientation. Full‑time remote work is not an option; employees must reside in Washington State and within a reasonable commuting distance to Bellevue City Hall.
