• Track, document, and manage contract changes; review contract correspondence to determine merit/basis of proposed changes.
• Provide advice to REs, respond to inquiries, and prepare draft correspondence.
• Identify and track potential change issues, change notices, and change orders, including negotiations.
• Ensure Work Directive (CN-WD) work is appropriately tracked and compiled to facilitate accurate and timely monthly payments and conversion to a Change Order. Issue CNWDs only when necessary to progress time‑critical work or if scope is unknown.
• Manage change order documentation and the change order tracking system; maintain current status of all change issues in ST provided software.
• Identify potential disputes and issues and monitor related activities.
• Log potential claims, document actions, and provide periodic reports to Sound Transit.
• Advise and assist REs and Schedulers in dispute avoidance/mitigation approaches.
• Provide timely analysis of changes and claims and recommend appropriate negotiating strategies.
• Track all changes against the Requirements Manual to ensure changes do not impact requirements. If a change impacts a Requirement, implement ST Request for Deviation (RFD) process to get appropriate approvals from EOR and ST before implementing the change.
• Preside over the monthly Change Management meetings with the contractor and document accordingly.

• BA/BS degree in Engineering, Architecture, Construction Management or other related fields.
• 5+ years of experience.
• Effective written and verbal communication skills.
• At least 3 years of experience working in construction management on capital improvement/transportation projects of similar size and complexity.
• Considerable Heavy/Highway construction industry knowledge with emphasis on state requirements and the Greenbook.
• Ability to work extended hours, weekends and nights.
• PMP or CCM certification a plus.
• Design‑build experience a plus.
• Background and motor vehicle check required.
