POSITION SUMMARY

The Operations Program Manager, Facilities supervises, plans, and manages construction activities associated with DC Water's Facilities Management operations. This role coordinates engineering, technical, and administrative teams across projects involving wastewater treatment plants, pumping stations, and related infrastructure—ensuring quality, safety, schedule, and budget compliance throughout all phases.

ESSENTIAL FUNCTIONS
  • Coordinate activities of engineers, technicians, and administrative staff engaged in the management, inspection, and administration of facilities construction projects—including wastewater treatment plants, pumping stations, and appurtenant structures.
  • Establish and enforce construction standards and quality control methods throughout all project phases.
  • Ensure all construction, commissioning, and facility start‑up activities minimize impact to customers and ongoing plant and system operations.
  • Monitor and inspect construction sites for compliance with contracts, codes, standards, and safety regulations; issue violation notices as required.
  • Develop and update Standard Operating Procedures (SOPs) and Job Safety Analyses (JSAs).
  • Review and recommend approval of change orders, work change directives, and claim negotiations with contractors and consultants.
  • Prepare and review project schedules and budget estimates during design and procurement phases; track actuals against estimates during construction to ensure adequate funding for completion.
  • Participate in design progress meetings; review associated documents for constructability.
  • Identify scope of work; develop work specifications; interface with vendors, contractors, and consultants to direct, coordinate, inspect, and accept work.
  • Identify and resolve problems associated with contract work; recommend modifications to contract scope or enforcement of contract language.
  • Coordinate various phases of contract work with internal and external stakeholders.
  • Prepare status reports and attend DC Water and departmental policy meetings as required.
  • Perform other duties and projects as assigned.
SUPERVISORY RESPONSIBILITIES

Directly supervises subordinate employees and/or contractors. Responsibilities include making work assignments, interpreting work orders, establishing performance standards, preparing written evaluations, and monitoring code of conduct and contractor performance. Recommends promotions, terminations, reassignments, and disciplinary actions. Determines training needs, approves leave, and ensures timely, responsible project completion.

KEY WORKING RELATIONSHIPS

Interacts regularly with officials across the Authority, other government entities, external agencies, and private consultants and contractors.

EDUCATION & EXPERIENCE
  • Bachelor's degree in Civil or Environmental Engineering, or a related engineering discipline from an accredited institution, plus five (5) years of progressive construction experience—including project management of large‑scale projects. Equivalent combination of education and experience will be considered.
  • Working knowledge of environmental program management and development.
  • Demonstrated safety knowledge including confined space entry, personal protective equipment, and process safety management; knowledge of permit compliance regulations.
  • Well‑developed management skills: effective delegation, performance management, supervisory oversight, analytical thinking, work planning, and organizational coordination.
  • Strong inter‑agency liaison, conflict resolution, and customer outreach capabilities.
