Position:
Highways Program Manager
We are seeking an experienced, forward‑thinking Highways Program Manager to work collaboratively with Washington State Department of Transportation (WSDOT) to guide planning, environmental, design, construction, and specialty support tasks. The role requires proactive communication skills, deep knowledge of Pacific Northwest transportation risks (seismic, landslides, flooding), and experience on major highway corridor projects.
Responsibilities- Provide program management and leadership for highly technical, complex projects, collaborating with client and program leadership.
- Lead all aspects of project development and delivery, including alternative delivery projects.
- Advise WSDOT on technical, regulatory, financial, and community matters, proactively managing risks and leveraging best practices.
- Inform program public and agency engagement strategy in consultation with Program Management.
- Coordinate with WSDOT regions, jurisdictional partners, and community groups to align studies, needs, and priorities.
- Present and coordinate with federal, state, local agency officials, advocacy and interest groups, and the public.
- Guide grant strategy and support efforts to secure long‑term funding.
- Contribute to the growth of HDR’s program management services by building trusted advisory relationships, supporting new contract opportunities, and mentoring staff.
- Perform other duties as needed.
- Bachelor's degree in a related field.
- 10 years of related experience.
- Minimum of 5 years of project management experience.
- Proficiency with Microsoft Office, estimating and scheduling software, and project management software.
- Strong organizational, communication (written and verbal), and teamwork skills.
- Commitment to an employee‑owned culture.
- Minimum of 3 years as deputy Program Manager for delivery of at least one program valued >$200 million.
- Minimum of 5 years as Project Manager or Project Controls Manager for programs each valued >$200 million, or 10 years as Project Manager directing multi‑disciplinary teams for at least two projects each valued >$50 million.
- License or certification.
- PMP certification.
- Experience with Primavera P3 or Sure Trak, and Prolog software preferred.
Seattle/Bellevue, WA: $155,064 – $221,520.
