ABOUT THIS ROLE

The Housing Access Manager oversees housing access operations to ensure applicants experience equitable, trauma-informed, and efficient pathways into Plymouth’s affordable housing portfolio. This role leads the Housing Access team, guiding all aspects of application intake, eligibility screening, and unit lease-up in collaboration with Property Management, Compliance, and external partners.

Reporting to the Assistant Director of Compliance and Housing Access, the Manager ensures all housing access activities align with Plymouth’s mission and regulatory requirements, including Fair Housing, ADA/504, LIHTC, and HUD guidelines. The position plays a key role in advancing organizational goals related to vacancy reduction, equity, and accessibility.

PRIMARY RESPONSIBILITIES
  • Lead and coordinate housing access workflows to reduce vacancy loss and support timely move-ins.
  • Monitor upcoming vacancies, develop lease-up protocols, and assign application priorities based on project timelines and partner referrals.
  • Partner with Building Operations to coordinate unit readiness, turnover scheduling, and documentation requirements.
  • Maintain oversight of applicant screening, eligibility determinations, and appeal processes in compliance with Fair Housing and funding standards.
  • Collaborate with the Assistant Director and Compliance Manager on process improvements, barrier reduction strategies, and system efficiencies.
  • Serve as departmental subject matter expert on Fair Housing, ADA/504, and reasonable accommodation policies.
  • Supervise, coach, and mentor the Senior Housing Access Facilitator and Housing Access Navigators to foster professional growth and team collaboration.
  • Develop and refine workflows, policies, and internal documentation practices to improve efficiency, compliance, and transparency.

QUALIFICATIONS
  • Bachelor’s degree in human services, social work, public administration, or related field; equivalent experience may substitute.
  • Minimum of 3–5 years of experience in affordable housing, property management, or social services with an emphasis on intake, housing access, and/or compliance.
  • Supervisory experience required; prior experience mentoring staff in union or collaborative team settings preferred.
  • Strong understanding of LIHTC, HUD, Section 8, and local funding compliance.
