About DESC:

Recognized nationally as an innovator and leader in developing solutions to homelessness, DESC is a social services organization, supportive housing operator, and licensed behavioral health treatment provider focused on meeting the needs of people experiencing long-term homelessness and living with complex behavioral health and other medical conditions. Approximately 3,000 people are actively receiving services from DESC at any given point in time.

DESC operates five shelter/emergency housing programs,19 permanent supportive housing facilities with over 1,750 units, several hundred additional scattered site apartments, and a range of behavioral health services including outpatient mental health and substance use disorder treatment, residential crisis stabilization, street outreach, mobile crisis response, and treatment for opioid use disorder.

JOB

OVERVIEW:

The UCRT Supervisor performs leadership, coordination, training, scheduling and supervision of appointed Unit Condition Response Team staff and actively participates in the remediation of the unit conditions of DESC’s residential facilities in order to assure high-quality services and resident stability. In addition, the UCRT Supervisor works with the Project Manager (s) and other administrative/management staff on overall program and agency operational needs.

The Unit Condition Response Team currently serves 3 PSH Permanent Supportive Housing Programs;
Hobson Place, North Star and Interbay Place.

MAJOR

DUTIES AND RESPONSIBILITIES:
  • Oversee documentation standards related to quality and frequency.
  • Directly supervise UCRT HSS Housing Stabilization Specialist, and UMS Unit Mitigation Specialist staff.
  • In conjunction with UCRT Project Manager, hire and orient Unit Mitigation Specialists and Housing Stabilization Specialists.
  • Intervene in crises and assist with building rule enforcement as necessary.
  • Assist with other property management functions, unit inspections, pest control preparations, and unit mitigation as assigned.
  • Lead and participate in staff meetings and trainings, as assigned.
  • Participate in specialized agency work groups. Create and develop continuing education & training pertaining to living conditions and specialties provided by UCRT.
  • Coordinate with appropriate DESC Housing Team staff on permission to enter for units, posting notice, and general communication on timing of pre-inspections, pest control preparations, and unit mitigation. Communicate both verbally and in writing to the Housing Team/care team to coordinate/complete in unit mitigation to ensure unit condition standards.
  • Handle high volume of workload, with the understanding that multiple sites may have simultaneous inspections and varied working environments. Be able to track detailed and complex UCRT caseloads and ensure that all units being serviced by UCRT meeting unit condition standards. Work with all appointed care team members to establish and adhere to client treatment plans.
  • Respond to emergencies, initiating emergency actions, cleaning up debris, water, etc., and contacting supervisors.
  • Safeguard building and unit keys, never giving anyone access to occupied tenant units without authorization.
  • Provide coverage to UCRT portfolio in the absence of UCRT PM and/or leadership roles. Support with site-based urgent needs or pre-scheduled necessary works such as; vendor escort, unit/building access or entry.
  • Other duties as assigned.
