Position: Chief of Community Contracting Improvements  (Special Projects Manager III)

Project Manager

Public Health-Seattle & King County's Administrative Services Division is seeking an experienced project manager to organize, lead, and support teams undertaking vital process improvements across the full life cycle of contracting with community organizations. The department contracts with hundreds of local organizations each year to deliver services directly to residents and communities. This position will build and lead the project structure that ensures each improvement has the necessary supports to achieve its stated objectives including inclusive design and development, leadership guidance and buyoff, effective communication, and implementation change management.

This position will be responsible for creating the conditions for a strong group of project leads and subject matter experts to succeed in an environment of high expectations, urgency, and visibility from County leadership and the public. One or more process improvement positions will report to this position. Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits.

This TLT is currently anticipated to last 18 months. One factor that could affect the end date of the position is an unanticipated change in funding. This vacancy can also be filled as a Special Duty opportunity. Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation.

You must have supervisor approval prior to taking a Special Duty Assignment.

Job Duties
  • Ensure all community contracting improvement projects are organized, resourced, and supported to achieve their objectives within established timelines and that they are aligned with County directions, audit findings, and department priorities.
  • Facilitate and lead the governance group overseeing improvement projects so that it can effectively authorize and resource improvement work, support transparency and communication, guide successful implementation of completed improvements, and troubleshoot and mitigate barriers.
  • Manage a workgroup of project leads to ensure a cohesive, collaborative, and results-driven approach to community contracting improvement work such as following effective process improvement techniques, establishing transparent reporting mechanisms, identifying barriers and mitigating strategies, and coordinating implementation plans.
  • Develop and maintain regular transparent and clear communication on the progress of improvements and implementation plans with internal teams and community partners.
  • Oversee efforts to ensure community contracting improvements are implemented within a clear structure of policies and procedures, with effective change management, and with supports for program, contract, and fiscal staff.
  • Represent the department on county-wide contracting improvement groups.
  • Coordinate improvement efforts with the other departments.
  • Ensure all elements of the project maintain compliance with applicable laws and regulations, including those at the County, State, Federal levels.
  • Other duties as assigned.
