Position: Senior Special Ed Operations Analyst - 1.0FTE - 260/8

Overview Of Position

These positions responsibilities are to manage internal Special Education human resource and budget operations. This position provides high-level management support to the Executive Director of Special Education by planning, approving, implementing, directing, coordinating and evaluating operational needs. In addition, this role provides highly technical, in-depth analysis and expertise on complex assignments that include developing and interpreting budgets, monitoring expenditures, resolving financial problems, creating district-wide reporting systems and procedures, legal compliance adherence, labor negotiations, contract management, and coordination of state, federal, and grant requirements.

This position also collaborates with principals and hiring managers to facilitate staffing needs and allocate positions. This position is open until filled with the first round of application reviews beginning on Monday, August 31, 2026.

Essential Functions

30%

  • Directs and implements Special Education operation procedures and infrastructure to ensure that the District's objectives and priorities based on Board policies, Superintendent–approved procedures, the District's Strategic Plan, and Federal and State grant objectives are met.
  • Ensures that the overall needs and requirements of these functional areas are identified, planned and implemented.
  • Provides management and analytical support to the Executive Director of Special Education in the development and implementation of department objectives and budget to maintain operational integrity; works independently and serves as or represents Special Education as needed.
  • Assists leadership in effective budget management and compliance with state, federal, and district financial policies by analyzing expenditures, allocations, and provides direct assistance to administration for the facilitation of Special Education position assignments, vacancy identification, postings, displacements, staff budgeting and leave administration; understands and explains collective bargaining agreements and contracts as they relate to staffing and assignments of personnel; understands and explains District personnel policies, processes and procedures.
  • Coordinates budget and staffing activities for Special Education, including position control, and, staffing adjustments, and spring staffing.
  • Act as central point of synthesis for information from multiple sources. Ensure quality and relevance of information used to support critical departmental and district decisions. Act in coordination with customer departments to produce consolidated findings in support of recommendations.

  • Manages central Special Education budgets, and supervises all personnel, including hourly and contractors, associated with Special Education Operations.
  • Produces, analyzes, and distributes various budget and human resource reports requiring knowledge of SAP reporting and audit capabilities.
  • Designs, implements and manages detailed systems used to track and report data.
  • Interprets legal and contractual documents, and provided in-depth analysis based on policies, past practices, applicable laws, regulations, contract language, and District procedures.
  • Researches and analyzes grievances and prepares statistical response data.
  • Makes sound, independent decisions within established legal, policy and procedural guidelines.
  • Informs and advises administrators and staff regarding budget matters to develop and promote quality problem solving outcomes and alternative solutions.
  • Research, recommends, and coordinate budget development.

  • Provides training, leadership and monitoring to ensure compliance and procedural application.
  • Attends and participates in regular meetings as related to area of assignment with District administrators.
  • Coordinates with Payroll and Accounting Departments to resolve discrepancies.
  • Coordinate or facilitate meetings, planning sessions, or training to support department operational processes.
  • Provides technical assistance and fiscal information to District staff.
  • Trains administrators and other staff on budget development and reporting techniques.
