Housing Connector is a tech-for-good nonprofit expanding access to housing and helping people remain housed. We partner with property owners and managers to reduce barriers that prevent people from accessing housing, while providing financial protections and support that help residents and housing providers succeed.
Our model brings together property partners, community organizations, government, philanthropy, and technology to create simpler, more scalable pathways to housing. What started in Seattle in 2019 has grown into a multi-market organization with an ambitious vision: to deliver simple and scalable solutions until every person has a home.
Position Summary
The Senior Program Manager leads the development and launch of Protect, Housing Connector's new program to help residents remain housed during a temporary financial disruption. Protect is designed for households that typically do not have a case manager and may need timely financial assistance and a path back to stability. This role creates the program model and establishes the standards, partnerships, and processes needed to deliver it across markets.
The Senior Program Manager guides implementation and expansion, using early results to improve the program and how it supports residents. This role reports to the SVP of Stability and System Innovation.
What You Will Do
Lead Protect from program design and launch through expansion, evaluation, and continuous improvement.
Turn the program strategy, funding requirements, and research plan into clear timelines, responsibilities, workflows, and measures of success.
Create a consistent operating model that can adapt to the needs and capacity of each market.
Develop the guidance, tools, and processes that enable staff and partners to deliver the program and respond to challenges.
Coordinate implementation with colleagues and external partners, keep shared work on track, resolve barriers, and prepare the program to expand.
Develop practical ways to connect residents with employment, public benefits, or other resources that can help them recover from a temporary financial disruption.
Coordinate with research and evaluation partners to collect, analyze, and report on Protect's reach, implementation, and household outcomes.
Use program data, research findings, and feedback from residents, property partners, staff, and other stakeholders to improve Protect and guide its expansion.
What We Are Looking For
- Typically five or more years of relevant experience designing, launching, managing, and improving complex programs, including ownership of cross-functional initiatives.
- Strong program management skills, with the ability to turn strategy into an operating model and lead a program through design, implementation, ongoing delivery, evaluation, and improvement.
- Experience with program evaluation, including using data and findings to improve program design and delivery.
- Experience developing consistent program standards while adapting implementation to different markets, communities, or operating environments.
- Demonstrated ability to work independently in ambiguity, make sound decisions, and adjust an approach as new information emerges.
- Ability to challenge assumptions, test new approaches, and turn creative ideas into practical, measurable program improvements.
- Ability to coordinate people who do not report to you, establish accountability, and keep shared work moving across teams.
- Strong written and verbal communication skills and the judgment to work effectively with organizational leaders, frontline staff, property partners, researchers, and external organizations.
- Experience managing program budgets and funding requirements, including coordination with external partners or vendors.
- Commitment to Housing Connector's mission and to developing programs that are practical, equitable, and responsive to residents and partners.
- Ability and willingness to travel approximately 10% for market visits, partner meetings, and other program-related activities.
Preferred Experience
- Experience with housing stability, financial assistance, eviction prevention, public benefits, healthcare, financial inclusion, or another resident- or customer-serving program.
