Job Description:
The purpose of the Monitoring, Evaluation, Accountability and Learning Officer (MEALO) position is to obtain data regularly at the community level in order to build and conduct community-based monitoring and evaluation systems.
Strategy Development & Planning:
- Support the Program team in building a community vision of transformative child-focused development and its planning.
- Support the MEAL Coordinator in facilitating the process of developing a community-based program development plan in accordance with the program grant design.
Resource Acquisition & Management/ Engagement/Project Management:
- Use available resources efficiently and effectively.
Capacity Building/ Technical Works:
- Support the MEAL Coordinator in facilitating the development of the operating model capacity of partners, cadres, and communities in terms of program monitoring and evaluation.
- Provide technical support to the operating model partners, cadres, and communities in strengthening community-based monitoring.
- Share experiences (successes and challenges) in strengthening the monitoring of project programs through regular coordination meetings, joint training, seminars, and other activities.
- Support MEALC in building an updated program database that can be used by all AP teams.
Accountability, Learning & Quality Assurance:
- Coordinate with MEALC and other Coordinators, especially in the areas of their support, in the implementation of program monitoring and evaluation.
- Document project materials including reports and field learning that can be used for future planning improvements.
- Conduct regular monitoring and can assist in project monitoring through field support.
- Contribute to the implementation of baseline surveys, monitoring, and program evaluation in AP.
- Facilitate Participative Learning with the community to enhance ownership of the program.
- Support MEALC in conducting internal AP learning and assist in the documentation process of the results of learning.
- Report monitoring data from the community to MEAL C and Program Manager in an accountable and valid manner.
- Support MEALC in documenting the Complain Feedback Response Mechanism (CFRS) and updating the feedback tracker regularly.
- Contribute to the creation of AP reports every month, quarterly, or annually.
Networking & Coordination:
- Contribute to building partnerships with various organizations, institutions, and institutions at the village level based on shared focus to improve the welfare of children and families, especially for the most vulnerable children and families.
- Provide accurate information about the organization's identity.
- Increase understanding of the political situation in the service area to be well-captured as an organization representative.
Management & Leadership:
- Develop and manage annual performance agreements in line with agreed targets and indicators.
- Document and report program achievements regularly, including monthly reports related to field monitoring and evaluation activities to supervisors.
- Be present in the service area as part of the Christian faith testimony in supporting community development for the welfare of children and families.
- Foster a positive, mutually respectful, and caring work spirit among staff within and across departments.
- Be a role model in work ethics, communication, and building healthy relationships with both internal colleagues and external partners.
- Live and practice Christian values and support the organization's spiritual life through prayer, service, and commitment of faith in working for vulnerable communities.
- Manage all potential risks related to program implementation PEARL (including fraud, safeguarding, and other risks) in accordance with organizational policies, guidelines, and standards.
Qualifications:
- Minimum education of S1 in Social Sciences, Statistics, Public Health, International Development, or other relevant fields.
- Preferred to have certifications or have attended training in Monitoring & Evaluation, such as M&E Toolkit, SPHERE training.
- Have a minimum of 3 years of work experience in Monitoring, Evaluation, Accountability and Learning (MEAL), or a minimum of 1 year as a data-based community empowerment facilitator.
- Experience using results-based management approaches and program success measurement tools.
- Ability to work in Indonesian, with preference for those who can communicate in English passively.
