The ideal candidate brings deep experience in large-scale transportation projects (rail, tunneling, and systems work), strong leadership skills, and a proactive, solutions-oriented approach to quality management.

Key Responsibilities
  • Develop, implement, and manage the Project Quality Management Plan (QMP) in accordance with Sound Transit requirements, contract documents, and industry standards.
  • Lead all QA/QC activities for assigned projects, ensuring consistent compliance with ISO, agency, and project-specific quality requirements.
  • Oversee quality inspections, audits, testing, and documentation throughout all phases of construction.
  • Coordinate with Sound Transit representatives, designers, contractors, and subcontractors on quality-related issues.
  • Identify nonconformances, lead root cause analysis, and ensure timely corrective and preventive actions.
  • Maintain and manage quality records, reports, and metrics; prepare and present quality performance reports to project leadership and clients.
  • Conduct internal and external audits to verify compliance with ISO 9001 and project standards.
  • Train and mentor project staff on quality processes, procedures, and continuous improvement initiatives.
  • Support risk management efforts by identifying quality risks and implementing mitigation strategies.
  • Promote a culture of quality, safety, and accountability across project teams.
Required Qualifications
  • Minimum 8‑10 years of experience in quality management on large-scale transportation or heavy civil construction projects.
  • Demonstrated experience on rail, tunnel, or similar transit projects (e.g., BART or comparable systems).
  • Proven experience working on public agency projects, preferably Sound Transit or similar transit authorities.
  • Strong knowledge of QA/QC principles, construction means and methods, and regulatory compliance.
  • Excellent communication, documentation, and leadership skills.
Preferred Certifications
  • CMQ/OE (Certified Manager of Quality / Organizational Excellence)
  • ISO 9001 Lead Auditor or equivalent ISO 9001 certification
  • CQM-C (Certified Quality Manager – Construction)
Preferred Qualifications
  • Familiarity with Sound Transit quality standards, specifications, and audit processes.
  • Experience managing quality programs across multiple project phases and disciplines.
  • Bachelor’s degree in Engineering, Construction Management, or a related field (or equivalent experience).
