Description

Salary range is $81k to $138k with a midpoint of $91k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL

PURPOSE:

Under general direction, drafts and routes the more complex and complicated property management agreements including leases, licenses, rights of entry, easements, and other documents that relate to requests for incidental use of Sound Transit properties. Collaborate with Federal Transit Administration (FTA); to research, review, and interpret policy; obtains legal and risk management approvals; ensures compliance with all terms and conditions for Sound Transit properties and interacts with Inter-agency Coordination with a variety of other Sound Transit departments and other agencies addressing a wide range of overlapping property-related interests and needs.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Drafts leases, licenses, easements, rights of entry, amendments, and other real estate documents that relate to requests for Sound Transit properties; reviews and negotiates feedback with stakeholders; obtains legal and risk management approvals for agreements.
  • Defines conditions for the use of ST property and monitors such use, issues revocable use agreements, prepares a variety of letters and notice documents to be delivered to property owners as part of encroachment resolution process.
  • Recommend and help develop strategies, plans and schedules for right-of-way and property projects in coordination with project teams: identify the need for permits, obtain property rights: and monitor project construction.
  • Track and document grant compliance with external funding agencies and support federal, state, and internal audits
  • Works with land surveyors, engineers, landscape architects and other professionals in the course of identifying property boundaries.
  • Develops plans to remove private encroachments and developing appropriate restoration plans.
  • Responds to inquiries, providing information to the public regarding real property policies and procedures.
