Role SummaryWe are seeking an experienced Washington Aquaculture Support to join our team. This contract position is contingent upon award and pricing may be subject to change. The anticipated start date is September 30, 2026.
ResponsibilitiesYour role would be to support the Oregon Washington Coastal office (OWCO) of the National Marine Fisheries Service in providing ESA section 7 and MSA consultations, preparing consultation documentation, and providing technical expertise related to aquaculture activities.
- Review, gather, analyze, interpret, and synthesize scientific data and technical information for the purpose of determining environmental impacts on biological resources and aquatic habitats.
- Assess the proposed project effects of human activities on fishery resources, protected species, and habitat.
- Write ESA Biological Opinions and MSA responses to action agencies.
- Write ESA Letters of Concurrence and MSA responses.
- Review biological assessments, permit applications, and consultation initiation packages and provide feedback and technical support.
- Provide pre‑consultation technical assistance to action agencies, applicants, or their representatives.
- Review applications for enrollment in existing programmatic consultations and draft related letters or emails.
- Prepare environmental documentation pursuant to NEPA.
- Prepare draft incidental take permits and other necessary documentation for ESA section 10 activities.
- Coordinate with NMFS fish passage engineers for design reviews.
- Prepare appropriate documentation for each consultation and follow regional protocols for quality assurance, electronic filing, and tracking.
- Review habitat restoration proposals to support Recovery Plans.
- Coordinate with project officers or geographic branch managers on assignments and work products.
- Follow recommendations from agency staff on legal, regulatory, or technical sufficiency and compliance.
- Develop reasonable schedules and meet timelines and completion dates.
- Occasional site visits to proposed project locations.
- Attendance at regional shellfish growers meetings and conferences.
- Bachelor’s degree and four (4) years’ experience, or Master’s degree, in aquatic biology or a related field, with at least two (2) years of experience related to this task order.
- Knowledge of salmonid life cycles and habitat requirements.
- Experience with shellfish, finfish, and seaweed aquaculture.
- Highly proficient English composition and editing skills.
- Excellent verbal and written communication skills.
- Experience working with diverse interagency teams.
- Program planning and management in a team environment.
- Developing performance metrics and milestones.
- Proficiency in common software applications, including MS Office and Google Workspace.
Preferred Qualifications
- Experience implementing ESA section 7 and section 10 regulations and preparing federal regulatory documents.
- Experience assessing impacts of human activities on marine, estuarine, or anadromous species and habitats.
- Experience working with tribal governments.
