SALARY

$32.62 - $37.49 per hour

New hires may earn a salary ranging from the minimum to the midpoint of the pay scale, with education and experience taken into consideration.

ABOUT THIS ROLE

The SPC/SSP Housing Quality Inspector plays a key role in supporting Plymouth Housing’s partnership with King County to administer two federally funded rental assistance programs:
Shelter Plus Care (SPC) and the Scattered Sites Program (SSP). This position ensures that more than 200 participating program units across King County meet HUD housing quality standards as defined by NSPIRE, while also supporting strong landlord and service provider relationships. This role requires strong organization, attention to detail, sound judgment, and the ability to work effectively in a fast-paced environment.

PRIMARY

RESPONSIBILITIES
  • Conduct initial, annual, special, and re-inspections of units, grounds, structures, and building components to determine compliance with NSPIRE standards.
  • Coordinate inspection scheduling and correspondence with multiple stakeholders.
  • Identify, document, and communicate deficiencies, corrective actions, and timelines for completion.
  • Enter inspection findings accurately and promptly into inspection software and related systems.
  • Oversee assigned caseloads and track deficiencies through resolution in coordination with property management.
  • Conduct rent reasonableness reviews and negotiate contract rents with external landlords in alignment with Fair Market Rent and program requirements.
  • Determine utility reimbursement amounts as applicable.
  • Maintain positive collaborative relationships with landlords and service providers by providing education on program policies, HAP contract compliance, and partnership expectations.
  • Support special projects, performance measures, and evolving program needs.
  • Work cross-functionally with internal teams and external partners to improve workflows, reduce turnaround time, and streamline processes.
  • Collaboratively develop communication plans and tracking systems to ensure work is organized, accurate, and completed on schedule.
