The Logistics Specialist will play a vital role in enabling groundbreaking oceanographic and atmospheric research at the Pacific Marine Environmental Laboratory.
This position offers the opportunity to manage complex international shipments for cutting-edge scientific equipment, coordinate a federal vehicle fleet, and maintain critical property assets that support research ranging from tsunami detection to ocean acidification studies. You'll work in a dynamic scientific environment where your logistics expertise directly contributes to NOAA's mission of understanding and predicting our changing planet.
Hybrid: This full-time hybrid position will work Monday through Friday, 8 AM PST to 5 PM PST, with 80% of work performed onsite at 7600 Sand Point Way Seattle, Washington 98115 United States
ResponsibilitiesShipping and Logistics Operations
- Coordinate and oversee all inbound and outbound shipments through various shipping methods and carriers
- Facilitate both domestic and international shipments, ensuring compliance with all relevant regulations, customs requirements, and documentation
- Establish, prepare, and maintain Government Bills of Ladings (GBLs) for all shipments in accordance with federal shipping regulations
- Monitor and track all shipments using appropriate tracking systems and databases
- Research and select appropriate shipping methods based on cost, timing, and cargo requirements
- Coordinate with freight forwarders, customs brokers, and carriers to ensure timely delivery
- Resolve shipping discrepancies, delays, claims, and issues in coordination with carriers and internal stakeholders
- Manage shipping documentation including packing lists, commercial invoices, and certificates of origin for international shipments
Vehicle Fleet Management
- Manage and maintain NOAA vehicle fleet maintenance schedules and requirements
- Coordinate vehicle service appointments, inspections, and repairs with authorized service providers
- Track vehicle usage, mileage, and fuel consumption
- Maintain accurate and current records of vehicle maintenance history, registration, and compliance documentation
- Ensure vehicles meet all safety and operational standards
- Monitor vehicle replacement schedules and coordinate procurement activities as needed
Property and Asset Management
- Track and manage laboratory property and assets using established government databases and tracking systems
- Conduct property tagging, labeling, and identification in accordance with federal property management requirements and standards
- Perform periodic inventory counts, audits, and reconciliations to ensure accuracy
- Maintain accurate and up-to-date asset management records, databases, and documentation
- Update property records for acquisitions, transfers, disposals, and location changes
- Support property disposition, transfer, and excess property activities as required
- Prepare property inventory reports and respond to property-related inquiries
- Ensure compliance with federal property accountability standards
Database and Records Management
- Establish and maintain comprehensive databases for shipment tracking, vehicle maintenance, and property management
- Generate regular reports on logistics activities, costs, property inventories, and fleet status
- Ensure data accuracy and integrity across all tracking systems
- Archive and maintain historical records in accordance with federal record-keeping requirements
Administrative and Coordination Duties
- Communicate and coordinate regularly with the contractor supervisor and Contracting Officer's Representative (COR) throughout project duration
- Maintain organized filing systems (both electronic and physical) for all logistics, shipping, and property documentation
- Prepare status reports, briefings, and presentations on logistics operations as required
- Respond to inquiries from PMEL staff regarding shipments, property, and vehicle availability
- Coordinate with vendors, suppliers, and service providers to obtain quotes and schedule services
- Process invoices and maintain budget tracking for logistics-related expenditures
- Identify and implement opportunities for process improvements and cost savings in logistics operations
- Participate in monthly progress meetings with COR and government personnel
- Ensure compliance with all applicable federal regulations, policies, and procedures
Quality Control
- Perform quality checks on all shipping documentation and property records
- Identify and correct discrepancies in logistics and property databases
- Implement systematic procedures to prevent errors and ensure consistency
- Support contractor quality control initiatives as outlined in the Quality Control Plan
