Under the direction of the Police Chief or designee, this position is responsible for performing fieldwork in the investigation and enforcement of regulatory city codes and ordinances pertaining to land use, building conditions, nuisances, signing, landscaping, sanitation, solid waste disposal, waste tire disposal, parking, animals, noise, dumping, license, and related environmental issues.

Responsibilities
  • Conducts field inspections and investigations of properties to determine compliance with ordinances; explains and interprets codes, violations and penalties to owners and occupants; explains methods and procedures for corrective action.
  • Prepares and serves notice to remove or correct existing violations; writes citations and reinspects and monitors for continued compliance.
  • Investigates complaints of littering, abandoned vehicles, unsafe structures, signs, landscape, waste disposal, sanitation, non-maintenance of residential property, commercial maintenance code, noise, waste tire disposal and other violations.
  • Periodically inspects hotels, motels, rooming houses, apartments, restaurants, bars, and other establishments for necessary licenses.
  • Informs community groups, individual residents, and the general public of all aspects of code compliance, procedures and violations.
  • Presents cases to the Code Enforcement Board and during Magistrate Hearings as required.
  • May serve as liaison to City departments and/or regulatory agencies in the investigation and enforcement of codes and ordinances.
  • Prepares reports and correspondence, maintains records and files, and completes a variety of forms.
  • Operates an agency vehicle.
  • Performs other related job duties as assigned.
Education and Experience

High school diploma or equivalent; and four (4) years of experience in code enforcement and complaint resolution or related field; or an equivalent combination of education and experience.

Special Qualifications
  • Possession of Level I Certification through Florida Association of Code Enforcement preferred.
  • Ability to obtain Level II Certification through Florida Association of Code Enforcement within one (1) year after completion of Level I.
  • Possession of a valid, State of Florida driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
Knowledge,

  • Knowledge of pertinent local, state, and federal laws and regulations.
  • Knowledge of principles and practices of code enforcement.
  • Knowledge and principles of customer service and telephone etiquette.
  • Knowledge of office administration practices, concepts, and automation applications.
  • Knowledge of municipal code, directives, and procedures and of city services and operations.
  • Skill in troubleshooting and problem-solving.
  • Skill in customer service.
  • Skill in the use of computers and software/program applications, e.g., spreadsheet and word processing applications, such as Microsoft Word, Excel, and Outlook.
  • Skill in effective communication, both orally and in writing.
  • Ability to perform code enforcement duties in the field.
  • Ability to understand and analyze data processing reports.
  • Ability to maintain controls on complex records and analyze data.
  • Ability to analyze situations accurately and take effective action.
  • Ability to diagnose and research various solutions.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Ability to establish and maintain effective working relationships with the public, co-workers, city personnel, and other public or outside agencies.
  • Ability to accomplish multiple tasks in an efficient manner.
  • Ability to complete assignments accurately and on a timely basis.
  • Ability to think and act quickly, calmly, and accurately in emergency situations in accordance with departmental rules and regulations.
  • Ability to understand and follow both oral and written instructions.
