Job Description: UTILITY SYSTEMS SPECIALIST

Performs technical and administrative work supporting the City's utility technology systems, including Advanced Metering Infrastructure (AMI), utility dispatch operations, utility billing interfaces, and related software applications. This position assists with system maintenance, utility data management, customer service support, utility operations coordination, and technology initiatives while developing the knowledge and experience necessary to advance into higher-level utility systems positions. May assist with readings in city electrical and water meters, disconnects and connects of electrical meters remotely, water connects, disconnects, and cut-offs, reports on possible hazards, tests on meters, and maintain the AMI program and energy audit program.

EXAMPLES OF WORK:

  • Assists with the operation and maintenance of utility technology systems including AMI and utility dispatch software.
  • Reviews utility system data for accuracy and assists in resolving data discrepancies.
  • Assists with meter investigations, meter testing activities, and customer consumption inquiries.
  • Generates reports related to utility operations, metering, outages, and customer usage.
  • Supports and may assist with electric system switching operations and one-shots in accordance with established safety procedures and utility operating practices.
  • Assists with monitoring AMI communications and troubleshooting communication issues.
  • May be required to respond after normal business hours, weekends, and holidays to support utility emergencies, switching operations, outage restoration, or other critical system events.
  • Coordinates with Utility Billing staff to ensure accurate customer account information.
  • Coordinates with Utility Billing staff to create, input, assign, and complete electric and water meter reads.
  • Assists with customer inquiries regarding utility consumption, metering, outages, and utility services.
  • Maintains records associated with disconnects, reconnects, and field service activities.
  • Assists with inventory management of meters, communication equipment, and utility technology assets.
  • Supports utility system integrations and software upgrades.
  • Participates in utility outage response activities and assists with OMS event tracking and documentation.
  • Supports contractors and vendors performing work related to utility technology systems.
  • Maintains documentation, procedures, and operational records.
  • Attends training and professional development opportunities.
  • May assist with utility dispatch operations during emergencies or high-volume events.
  • Observes and follows all City safety policies and procedures.

Other Important Duties*

  • Assists with special utility technology projects.
  • Supports implementation of new utility software and operational initiatives.
  • May assist Utility Systems Coordinator with outage restoration documentation and system event analysis.
  • Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Demonstrated Knowledge of: the city's electrical system operations, system circuits, water, wastewater distribution and meter locations; to include general knowledge of Advanced Metering Infrastructure (AMI) technologies and meter communications systems, general dispatching duties, and substation equipment.

Working Knowledge of:
Utility operations and infrastructure systems;
Computer software and database systems;
Customer service principles and practices;
Utility metering systems and utility billing processes; utility dispatch operations and emergency response coordination;
Microsoft Office applications, including Word, Excel.

Physical Ability to:
Carry/climb a 5' ladder weighing 20 pounds; kneel; shovel; perform work outdoors in hot, cold, and/or wet weather; and learn to perform CPR.

Demonstrated ability to: communicate effectively, both orally and in writing;
Work independently and as part of a team.
