    Water Utilities/ Operations Manager

The Operations Manageris a key member of SSLGC's leadership team whois responsible for supervision and management of the day-to-day operations of the wellfield, water treatment facilities and systems, storage facilities, and transmission mains. Responsibilities include but are not limited to: planning and directing work order management, asset management and preventive and corrective maintenance programs. Additional responsibilities include accurate record keeping, timely submission of reports and responses to regulatory agencies, financial planning, employee training, safety program management, project management, and budget management for operation and maintenance funds.

The Operations Manager provides reliable service and, protection of public health, and is responsible for compliance with all applicable state and federal regulations.

EXAMPLES OF WORK
  • Under general direction, plans, organizes, directs and evaluates operations of SSLGC including activities related to the wellfield, supply, treatment, transportation and delivery of water;
  • Evaluates water treatment process and implements operational strategies that optimize power consumption and the use of chemicals;
  • Continuously evaluates operational policies and procedures and implements changes to improve the effectiveness and efficiencies of the treatment operations / maintenance programs;
  • Assists in the preparation of the annual budget, monitors and forecasts expenditures;
  • Evaluates complex data and prepares various technical and managerial reports;
  • Maintains compliance with respiratory protection regulations and keeps the Risk Management Plan current;
  • Plans and directs work order programs, asset management programs and preventive and corrective maintenance programs. Oversees complex repairs to existing mechanical equipment;
  • Coordinates water maintenance and construction projects with independent contractors, utility companies, and landowners;
  • Ensures that Operations staff are properly trained;
  • Oversees the computerized Supervisory Control and Data Acquisition (SCADA) program and generates reports as needed;
  • Monitors construction and maintenance projects to ensure timely and cost-efficient completion; regularly inspects work in progress and provides technical direction as needed;
  • Develops and enforces operations policies, procedures, work standards and rules; ensures compliance with SSLGC and City-Wide policies and procedures;
  • Interviews, makes recommendations to SSLGC management on hiring, promoting and discipline of employees;
  • Supervises, trains, and evaluates subordinate employees;
  • Oversees well field logs and measurements and maintains legally defensible records;
  • Ensures staff compliance with all applicable safety policies and procedures;
  • Prepares technical and administrative reports and correspondence;
  • Keeps record of and compiles documentation and information required for TCEQ compliance and inspections;
  • Authorizes material and equipment purchases consistent with City procurement policies;
  • Receives, investigates and responds to inquiries and complaints; resolves technical and operational problems;
  • May present operational information/activities at SSLGC Board Meetings as needed;
  • Responds to emergency situations;
  • May attend meetings after normal working hours;
  • Attends education and training sessions and conferences;
  • Ensures compliance with all safety rules and procedures; and
  • Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Excellent working knowledge of and experience with:
Modern methods, techniques, laws and current developments related to the planning, design, construction, maintenance and operation of water treatment plants and facilities, machinery, equipment, state and federal water system regulations and compliance.

Demonstrated ability to:
Communicate effectively both orally and in writing, prepare and interpret complex reports and plans related to utility operations, exercise an open and enthusiastic management style to effectively maintain an environment of high morale, excellent customer service, and creative problem solving.
