Arcadis is seeking a Construction Quality Manager (CQM) to join our team in Selma, supporting the High-Speed Rail Authority. Reporting to the Construction Quality Supervisor, the CQM oversees field quality inspections and testing for the 65-mile Construction Package (CP) 2-3, ensuring compliance with Caltrans and third-party standards. The role manages project quality, acts as a senior liaison with stakeholders, and ensures adherence to all contract requirements.

Responsibilities include conducting on-site quality assessments and reviewing documentation to verify contractor compliance with specifications and regulations.

Must be able to work onsite in Selma, CA.

Role Accountabilities
  • Oversee the review of construction drawings, specifications, RFIs, and non-conformance reports to ensure accuracy and compliance with contract requirements. Assist with field change notice reviews and participate in cross-functional meetings, including Joint Resolution Team (JRT) sessions.
  • Manage the initiation, review, and closure of Non-Conformance Reports (NCRs) in coordination with the Verification, Validation, and Conformance Oversight Manager (VVCOM). Support the development and management of quality punch list trackers for outstanding work items.
  • Supervise and verify the work of Field Inspectors to ensure inspections and testing are performed according to contract documents and the Construction Quality Management Plan (CQMP). Collaborate with Independent Site Engineers (ISE) and Authority laboratory personnel for inspection, sampling, and testing activities.
  • Coordinate and maintain project testing and inspection documentation, review Inspection and Test Plans (ITPs) and other quality-related submittals, and oversee source inspections and submittal approvals as required by the Source Inspection Quality Management Plan (SIQMP).
  • Provide training to construction and quality teams on site-specific requirements, techniques, and procedures. Participate in work plan reviews, preparatory meetings, and additional expert review of daily inspection reports as needed.
  • Adapt scope of responsibilities and tasks as necessary to meet evolving project and organizational objectives.
Required Qualifications
  • Professional Engineer (PE) license in the state of California is required.
  • Minimum 20 years of experience in managing complex construction projects.
  • Experience with the California Department of Transportation as a Resident Engineer.
  • Strong knowledge of transportation or high-speed rail/metro systems, infrastructure, and operational requirements.
Key Skills and Attributes
  • Familiarity with safety regulations, industry standards, and regulatory compliance related to rail/metro operations.
  • Excellent communication, interpersonal, and stakeholder management skills.
  • Strong problem-solving abilities and a proactive approach to risk management.
  • Proficiency in project management tools and software (e.g., Word, Excel).
  • Relevant certifications in project management, rail operations, or related fields.
  • Valid driver's license and ability to travel to project sites as required.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
