Position Summary

The Stormwater Technician is responsible for supporting Sevier County Government by assisting with the administration and implementation of the County's Stormwater Program and ensuring compliance with applicable federal, state, and local environmental regulations. The primary areas of responsibility include responding to complaints related to erosion, sediment runoff, flooding, drainage issues, and illicit discharges, conducting inspections of construction and industrial sites for compliance with stormwater and erosion control requirements, assisting with National Pollutant Discharge Elimination System (NPDES) permit activities, supporting GIS mapping and stormwater infrastructure documentation, and assisting with public education and environmental outreach initiatives.

This position also involves maintaining stormwater records and reports, participating in disaster response and damage assessment activities, coordinating with County departments and outside agencies, and assisting with the development and implementation of stormwater procedures, best management practices, and regulatory compliance initiatives. Job performance for this position will be evaluated by the Director of Stormwater Services based on the employee's knowledge of stormwater regulations and environmental compliance requirements, effectiveness in conducting inspections and responding to complaints, ability to maintain accurate records and mapping documentation, organizational and communication skills, timeliness and thoroughness of work performed, and effectiveness in interacting with contractors, developers, County officials, and the public.
Essential Duties
  • Assists with implementing and administering the County's Stormwater Program and ensuring compliance with applicable federal, state, and local environmental regulations and Phase II Stormwater requirements.
  • Responds to complaints regarding erosion, sediment runoff, flooding, drainage concerns, illicit discharges, and related environmental issues throughout the County.
  • Reviews erosion prevention and sediment control measures and recommends corrective actions when deficiencies or violations are identified.
  • Assists with reviewing, approving, and/or denying Land Disturbance Permits based on compliance with applicable stormwater regulations and requirements.
  • Interacts with contractors, developers, engineers, surveyors, and property owners regarding stormwater regulations, environmental compliance requirements, and Best Management Practices (BMPs).
  • Issues citations and/or criminal summonses for violations of environmental regulations and appears in court proceedings when required to provide testimony or documentation.
  • Coordinates with the District Attorney's Office, Register of Deeds Office, Planning Department, Highway Department, and other agencies regarding enforcement actions, subdivision approvals, drainage concerns, and related matters.
  • Assists with developing, updating, and maintaining GIS mapping systems associated with stormwater infrastructure, drainage systems, waterways, and outfalls.
  • Prepares stormwater complaint reports, inspection documentation, maps, photographs, and supporting field records related to environmental compliance activities.
  • Assists with developing, implementing, and maintaining standard operating procedures, protocols, and practices required for NPDES permit compliance and stormwater program administration.
  • Assists with disaster response, damage assessment, debris management, mapping, and documentation activities associated with emergency management and disaster recovery operations.
  • Coordinates with Emergency Management personnel and other agencies during disaster response, recovery, and cleanup activities.
  • Assists with developing and distributing educational materials and public outreach initiatives related to stormwater management, pollution prevention, illicit discharge detection, and construction site runoff.
  • Provides stormwater educational materials and information to schools, County departments, community organizations, and the public to increase environmental awareness and compliance.
  • Supports environmental education and outreach programs and other public awareness initiatives.
  • Attends and participates in meetings, training sessions, workshops, planning commission meetings, and other events related to stormwater management and environmental compliance.
  • Interacts with representatives from the Tennessee Department of Environment and Conservation (TDEC), local municipalities, and other governmental entities regarding stormwater and environmental compliance matters.
  • Maintains records, reports, inspection documentation, maps, photographs, and supporting materials in an organized and accessible manner.
