Objective

Under general direction, perform a variety of professional-level financial analyses to support the City's financial management operations. Prepare a diverse range of financial reports. Reconcile complex financial transactions.. Responsibilities include financial reporting and analysis, reviewing payroll and accounts payable, reconciling bank accounts and balance sheet accounts, preparing journal entries, and supporting both operating and capital budgets. The position serves as a backup for critical finance functions such as utility billing, payroll, accounts payable, and budget preparation.

This position also requires active participation in state and federal grant programs (e.g., Section 5311, LCTOP, TDA), cost allocation, and capital project accounting. Perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Finance Analyst II is an experienced journey-level classification within the Finance Analyst series. Incumbents are expected to independently perform the full scope of fiscal analysis, program, and policy research related to the administration of public finance functions. Advancement to the "II" level is at the discretion of the department head, provided the minimum qualifications for the classification are met, and proficiency in performing the full scope of assigned duties is demonstrated through a performance evaluation.

Job Duties and Responsibilities

  • Perform tasks in support of the City's financial management operations; prepare a variety of analyses such as revenue and expenditures, variances, personnel costs, and related fiscal documents.
  • Prepare and/or assist in the preparation of a diverse range of financial reports, including expenditure/revenue budget-to-actual comparisons, monthly fiscal reports, the City's Comprehensive Annual Financial Report (CAFR), and other periodic financial reports.
  • Conduct analysis of proposals; identify issues and opportunities; assist with the development of alternative scenarios to improve service levels and lower costs.
  • Explain relevant accounting guidelines to departmental staff and participate in the review and evaluation of requests to ensure compliance with City policies, procedures, and established guidelines. Respond to questions and provide information and support to departments.
  • Participate in the preparation, review, evaluation, and monitoring of capital improvement program (CIP) plans and budgets; monitor and update operating and capital budget adjustments and funding changes; review CIP requests for financial compliance.
  • Review and perform financial analysis of various federal, state, and county grant financial reporting; prepare periodic and ad-hoc financial reports as assigned.
  • Prepare journal entries and reconciliations for complex accounting transactions such as debt issuance and refunding, capital assets acquisition, and related transactions; review and approve expenditures within budget guidelines.
  • Assist department management, other City staff, and the public regarding fiscal or operational issues, policies, or procedures.
  • Participate in or direct and monitor assigned projects related to debt management, treasury management, and investments; perform research and statistical analysis; prepare and present reports of findings and recommend appropriate action.
  • Assist in enhancing the City's core financial system, including implementing new modules and reconfiguring existing applications.
  • Compile information and collaborate with external parties and outside agencies on various program financial audits.
  • May prepare cost estimates for labor relations as needed.
  • May supervise the work of staff in assigned areas of responsibility.
  • Perform duties of a disaster services worker in the event of an emergency.
  • Perform other related duties as assigned.
Minimum Requirements

Education and Experience
  • Bachelor's degree from an accredited college or university with major coursework in finance, accounting, economics, business administration, public administration, or a related field; and
  • Three (3) years of experience in performing financial analysis, budgeting, or accounting. Government sector experience is preferred.
  • Relevant experience may be substituted for education on a year-for-year basis.
Knowledge, Skills, and Abilities Knowledge of:
  • Principles and practices of municipal financial management including, but not limited to, budget development and administration, debt management, treasury management, investments, auditing, and general and governmental accounting.
