• Issues violation notices based on conditions found and recommends nuisance abatement or other actions to abate blighting or unhealthy conditions.
• Oversees private contractors and collaborates with Public Works Department in the execution of City initiated public nuisance abatement activities.
• Generates violations notices and reports using electronic devices in the field.
• Investigates complaints by residents, City employees, and from general observation.
• Researches property foreclosure filings and dispositions of same; enters information into Housing Department's database; maintains records and files.
• Prepares Real Estate information reports to Communications and Marketing Department, Mayor, and Housing Commissioner; tracks and records Foreclosure Registrations.
• Inspects houses, apartment buildings, and condominiums for code violations; consults and provides advice on repairs; investigates complaints and concerns.
• Reviews property history prior to appointment; prepares code violation notices; checks for permit and/or A  compliance when necessary; updates database.
• Makes and returns phone calls from residents, realtors, property owners, and local agents; confirms upcoming appointments.

Comprehensive knowledge of the application of laws, rules and regulations, policies and procedures relating to the department and to property maintenance inspections; comprehensive knowledge in the principles of management, organization, planning, development and implementation of responsibilities as they relate to the duties of the job.

Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in data gathering, analysis and compilation technique for report preparation; skill in planning, project management, public relations, and technical writing; ability to understand, interpret, explain and apply policies and procedures; skill in dispute resolution.

Ability to provide leadership; ability to communicate effectively orally and in writing; ability to exercise sound judgment in analyzing situations and in reaching decisions quickly; ability to deal effectively with people from diverse backgrounds; ability to drive safely under various traffic road and weather conditions in carrying out daily inspection schedules over a wide geographical area; ability to conduct a high volume of inspections efficiently and effectively;

ability to conduct thorough inspections, accurately document conditions that do not meet standards, and prepare clear and concise reports; ability to use acute observational skills to identify dwelling unit problems which others have attempted to hide; ability to read maps and locate streets and addresses quickly and efficiently; ability to manage a high volume of on-site interactions and demonstrate tact and sensitivity to issues involved;

ability to establish and maintain effective working relationships with associates, business and community leaders, elected officials, Department Directors, staff, property owners and managers, realtors, vendors, and the general public.

Associates/Technical degree and extensive experience in housing inspections, housing stock, foreclosure process, real estate, or equivalent combination of education and experience. Combination of commercial and residential property maintenance experience preferred. Qualifications to obtain at minimum, a state of Ohio issued Residential Building Inspector certification. Electrical, mechanical, and/or plumbing experience preferred.
