Performs intermediate professional work assisting with human resources administration and a variety of tasks including preparing and maintaining statistics, reports and records; processing risk management claims; coordinating the onboarding of employees; maintaining personnel records; transcribing meeting minutes; and related work as required. Work is performed under the supervision of the Director of Human Resources.

Essential Functions- Maintains and manages all employee personnel records and the performance management system. Assists with sensitive HR matters and ensures confidentiality.
- Responds to employee inquiries; guides, supports, and problem‑solves matters related to human capital issues.
- Makes appointments; greets visitors; maintains office calendar for the Human Resources Department; coordinates department deadline submissions.
- Schedules and attends Civil Service Commission meetings, transcribes meeting minutes, posts minutes, meeting audio recordings, and agendas to City website. Supports Civil Service recruitment by preparing forms, advertisements, correspondence, application tracking, and exam coordination. Supports projects that advance departmental objectives and improve operational efficiencies in alignment with the City’s goals and values.
- Organizes and leads employee engagement initiatives such as employee recognition programs, appreciation events, and creates new hire presentations.
- Processes insurance claims.
- Responsible for accounts payable in the Human Resources Department.
- Processes payroll for the Human Resources Department.
- Develops office procedures; maintains and orders supplies.
- Responsible for organizing and scheduling interview panels in coordination with the Recruiter, ensuring alignment with recruitment timelines; schedules Zoom meetings as required.
- Acts as the department’s public records and records retention manager, ensuring compliance with relevant policies and laws.
- Serves as the substitute for Mayor’s Executive Assistant, as needed.
- Performs other related tasks and projects as assigned to support departmental goals and city operations.
Skills and Abilities
Comprehensive knowledge of personnel administration, including knowledge of training, testing and research techniques; thorough knowledge of applicable human resources laws, regulations, and procedures; thorough knowledge of office administration software including Microsoft Office; knowledge of principles of governmental organization and administration; general knowledge on conducting organizational, operational, and personnel related research and analyses; ability to interpret related laws, rules and regulations; comprehensive knowledge of business English, spelling and arithmetic;
ability to interpret and apply policies and procedures; ability to establish and maintain effective working relationships with employees, Municipal officials and the general public; ability to work independently in the absence of specific instructions; ability to maintain confidential information.
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in human resources management, public administration, organizational behavior or related field. Two years human resources experience…
