Job Description

Under the general direction of the City Manager, this position serves as a Budget Manager in the Budget Division. This is a division within the Internal Services Department.

The ideal candidate should have strong knowledge and experience in budget preparation and administration, along with capable financial record keeping and reporting skills. The ability to analyze and strategize fund balances and various financial statements is a key attribute, along with the ability to work with staff and departments on budget expenditures, reporting requirements, and projections.

• Knowledge of the principles and practices of budgeting and accounting in the public sector.
• Knowledge of principles and practices of capital budgeting and the relationship between operating and capital budgets
• Knowledge of laws, rules and regulations that apply to local government fiscal operations.
• Ability to develop and implement complex financial models for analysis and presentation of financial information.
• Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
• Ability to prepare analysis of budget variances and forecast expenditures for departments and the City.
• Ability to complete staff work for oral and written communications.
• Ability to identify and respond to public and City Council issues and concerns.
• Ability to interpret and apply Federal, State and local policies and laws.
• Manages the City’s investment portfolio.

In possession of a Bachelor’s Degree in Accounting, Finance, Business, Public Administration or a closely related field. A Masters Degree or CGFM (Certified Government Financial Manager) is highly desirable.

Seven (7) years of increasingly responsible professional work experience in financial management operations, four (4) years of which shall have been in a supervisory capacity.

This position is FLSA exempt.
