Description
The Legislative Affairs Officer serves a dynamic role within Public Health to foster relationships between a broad range of jurisdictions and organizations. This position works within the Policy, Community Partnerships & Communications (PC2) unit as a policy strategist, public affairs and legislative relations expert; participates in departmental and county health policy development; leads and serves on department projects and initiatives; and serves on a team which advises and utilizes expertise of the department’s senior managers and program experts.
It is also responsible for coordinating recommended legislative policy priorities. The Legislative Affairs Officer will communicate Public Health’s policy priorities to legislative entities such as the King County Council, Seattle City Council, State Legislature, and federal law makers and other stake holders. This position reports to the PC2 Chief.

This full-time, career service position is open to all qualified applicants. It is FLSA exempt and therefore not eligible for overtime.
Examples of Duties- Lead and coordinate the legislative agenda for Public Health, perform as the team lead on Public Health’s legislative agenda at the direction of the Section Chief and Department Director, and in conjunction with the County Executive Office. The Legislative Affairs Officer takes an active role initiating communication; fostering relationships with elected officials; researching, analyzing, assessing, developing and recommending promising evidence-based public health policies, policy priorities, and Public Health strategies on King County Board of Health (BOH), King County, and City of Seattle policy matters.
- Lead and participate in fulfilling the policy development and legislative goals established for the department through the Public Health Operational Master Plan (OMP). Develop and coordinate health policies and strategic directions as related to the OMP goals, BOH activities, and other department priorities, including at the local, state, and federal level.
- Lead and manage Public Health’s position on proposed legislation in a highly dynamic and demanding work environment, lead and coordinate internal and external communication regarding bills and quickly changing State legislative priorities during legislative sessions. Work closely with the Department’s Board of Health Administrator who is the department’s dedicated representative to the BOH and supervises staff who manages monitoring legislative bill development and response tracking.
- Lead and coordinate the department’s role in developing and maintaining high performance, functional relationships with local, state and federal elected officials and their staffs, agency directors, other jurisdictions, and health policy leaders. Report to the department director and senior management regarding key stakeholder’s policy feedback to inform health policy making.
- Initiate/participate in strategic interagency planning, systems development, lead and participate on department initiatives and projects, project management, information exchange and translating data into information for policymakers and the public, and prioritizing policy matters and recommending policy positions.
- Bachelor's degree in health sciences, public affairs, health policy or related fields.
- Demonstrated experience in advancing health policy through the legislative process.
- Demonstrated experience applying advanced knowledge of government relations including: anticipate and analyze political positions of key stakeholders; counsel management in regards to policy decisions, courses of action, and communications; and plan and implement efforts to influence or change public policy.
