General Purpose

Supervises, plans, and coordinates the activities and operations of the Parks Division with the Parks and Recreation Department.

Directly responsible for the planning, acquisition, construction and maintenance of parks, trails, and open space with the City.

Coordinates assigned activities with other divisions, outside agencies and the general public.

Must have a high degree of understanding of department and/or functional operations and be able to work with considerable initiative.

Essential Task Functions

Promotes and follows the City's mission statement, values and expectations.

Participates as a member of the Parks and Recreation Department's management team, involving policy and procedure development, problem solving, and decision making for all phases of Parks and Recreation Department services.

Manages the day-to-day operations of the City Parks Division; determines and recommends Parks project priorities; specifies work schedules and deadlines, allocates equipment and vehicles essential to complete projects and determines materials needed to complete specified objectives; allocates personnel and equipment resources as needed to assure timely project completion.

Responsible for long range, and project specific, planning and construction administration for parks, open space and trails. Provides direct supervision for the following:
Park Planner, Project Manager and Park Supervisor.

Reviews performance and makes decisions affecting job retention, advancement and discipline; initiates and participates in the recruitment and selection of division staff; develops and conducts staff training.

Performs general administrative duties of the division; directs the compilation of maintenance records, accident records, vehicle maintenance records, equipment and labor costs; collects information and data for various reports; prepares reports and statistical analyses to aid and plan an evaluation of Park Maintenance programs. Conducts and directs research by reviewing technical literature, attending professional meetings and conferences and exchanging information with other agencies.

Prepares division budget recommendations, makes cost projections, drafts bid specifications and reviews proposals; reviews billings for accuracy; monitors inventory of parts and equipment; assures division compliance with established budget limitations and allocations; manages division purchasing processes, prepares bid specifications; requests and reviews proposals for services.

Directs the planning, design and construction of various Park facilities such as pavilions, shelters, picnic areas, play equipment, benches, bleachers, ball fields and other facilities, etc.; directs the set up of special displays for Christmas and other events.

Monitors the need for and supervises the application of fertilizer, herbicide, pesticide, soil conditioner, insecticides, fungicides and other turf maintenance procedures.

Monitors health condition of trees, shrubs and other horticulture; evaluates diseases and analyzes and makes decisions for the treatment of unhealthy trees, shrubs and related greenery.

Performs and/or coordinates field supervisory duties to carry planting of lawns, trees, shrubs and other greenery; supervises pruning and trimming projects; assures adherence to watering schedules.

Directs the installation maintenance and repair program of water sprinkler system for all parks; supervises and directs mowing, watering and aeration of parks turf; carries out supplemental irrigation to sustain or force growth; assures operation and maintenance of automated sprinkler systems and water pumps; tours projects to determine work progress and general condition of grounds.

Oversees seasonal duties such as snow removal, winterizing sprinkler systems to avoid freezing, flushes watering systems in spring, repairs other equipment and facilities.

Responds to public questions, explains park procedures and policies and resolves disputes among citizens utilizing parks facilities. Communicates internally and externally by responding to memos and letters and by meeting with citizens, Parks and Recreation Commission, City Council, City departments and other governments to explain programs and answer questions about division operations.

Directs the training of laborers in equipment usage such as backhoe, loader tractor, gang lawn mowers, and landscape equipment. Also ensures training in safety related areas including MSDS, personal protective equipment and hazard identification.

Assures water purification standards; oversees general clean-up maintenance, and repair of rest rooms, pavilions, playgrounds, picnic tables.

Coordinates and cooperates with the recreation, pool and museum/amphitheater divisions in support of programs.

Ensures that division personnel are effectively trained and understand and follow all city and department policies and practices. Monitors employee behavior and enforces consistent adherence.
