Responsibilities

Performs responsible professional work in the support and assistance of agency clients with employment services, educational and training needs, community work experience projects, and vocational rehabilitation needs through the coordination of a local employment services program.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.

• Assesses clients' vocational needs, counsels clients, prepares employment plans to reflect the specialized needs of clients.
• Plans, initiates, promotes, facilitates and evaluates a local employment services program, coordinates with employment, vocational training and rehabilitation agencies and schools.
• Analyzes information received, performs job development, job placement, work site development and placement.
• Performs work with specific ancillary agencies such as the Virginia Employment Commission, the State Department of Social Services, Community Action agencies, Community Services agencies, private industry councils, and supporting nonprofit organizations and provides policy recommendations.
• Evaluates vocational programs and services to clients.
• Maintains employment service records and prepares reports.
• Determines employment services eligibility and sanctions clients where appropriate.
• Supervises, on an individual or group basis, the client's job search activities.
• Provides guidance to clients seeking alternative solutions to specific problems, such as child care, management of finances, housing, health needs, education, vocational training and employment.
• Locates, develops and coordinates community resources.
• Monitors work site placement and maintains periodic contact with the work site supervisor.
• Participates in City Emergency Plan.
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
• Represents the department and interprets agency programs to other agencies, community groups and associations, makes public presentations.
• Executes financial documents related to employment services cases.
• Transports clients to and from other locally developed activities.
• SupERVISORY RESPONSIBILITIES May, on an occasion, exercise supervision over subordinate clerical staff.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Bachelor's degree (B.S.) from a four‑year college or university with major work in sociology, psychology, health or related field; some experience in working with the public and professional counseling or interviewing helpful; the ability to use various types of computer software and hardware; or equivalent combination of education and experience.

Full time classified positions:

The Virginia Retirement System (VRS) is a defined benefit plan. Defined benefit plans promise employees a lifetime monthly benefit payable  City pays 18.79% and employees pay 5% of base pay (pre‑tax) toward VRS benefit.
