The Director of Procurement provides strategic leadership and institutional oversight of all procurement, sourcing, vendor management, and contract administration activities at Sharjah Education Academy (SEA).

This role ensures transparent, compliant, ethical, and cost-effective procurement operations that support SEA’s objectives, financial governance, operational continuity, and long-term institutional strategy.

Key Responsibilities
  • Procurement Strategy and Governance:
    Lead the development, implementation, and continuous enhancement of SEA’s procurement strategy, policies, procedures, and governance frameworks in alignment with institutional goals, financial controls, UAE procurement regulations, and international best practices.
  • End-to-End Procurement Oversight:
    Oversee the full procurement lifecycle, including requisition validation, sourcing, tendering, supplier quotations, competitive evaluation, negotiations, purchase orders, delivery follow-up, and operational fulfillment.
  • Compliance and Transparency:
    Ensure procurement processes are ethical, transparent, audit-ready, and compliant with internal policies, regulatory standards, and internal control frameworks.
  • Procurement Review and Approvals:
    Review, analyze, and approve procurement recommendations, quotations, tender evaluations, and contract award proposals, ensuring alignment with SEA’s financial and operational priorities.
  • Vendor Management:
    Strengthen vendor performance through structured onboarding, due diligence, evaluations, compliance checks, monitoring, and performance scoring.
  • Contract Lifecycle Management:
    Provide strategic oversight of contract drafting, negotiation, execution, monitoring, renewal, and close-out processes.
  • Contract Governance:
    Develop and enforce contract governance frameworks including templates, approval workflows, SLAs, KPIs, deliverables, penalties, confidentiality clauses, and termination provisions.
  • Contract Repository and Audits:
    Maintain a centralized contract repository ensuring documentation accuracy, version control, audit readiness, and renewal oversight. Conduct periodic contract audits to verify compliance, identify risks, and recommend corrective actions.
  • Cross-Functional Collaboration:
    Work collaboratively with academic and administrative units to forecast procurement needs and ensure timely acquisition of equipment, services, IT systems, and materials.
  • Shared Services and Government Coordination:
    Collaborate with Shared Services and key areas (e.g., Sharjah Government Nurseries) to support integrated procurement planning and coordinated decision-making.
  • Digital Procurement Systems:
    Oversee ERP workflows, digital procurement systems, and e-procurement platforms to promote efficiency, automation, transparency, and data integrity.
  • Performance Tracking and Reporting:
    Develop and track procurement KPIs, dashboards, turnaround times, supplier reliability metrics, cost savings, and workflow performance for executive reporting.
  • Sustainable and Ethical Procurement:
    Integrate sustainability, environmental considerations, and ethical sourcing principles into procurement decisions and supplier evaluations.

    Develop contingency plans to mitigate supply chain risks, ensure operational readiness, and maintain business continuity.
  • Executive and Audit Reporting:
    Prepare procurement dashboards, financial summaries, and risk reports for senior leadership, audit committees, and governing bodies.
  • Regulatory Compliance:
    Ensure all procurement practices adhere to UAE Federal and Sharjah Government procurement regulations and audit requirements.
  • Budgeting and Financial Oversight:
    Oversee procurement budgeting, expenditure review, forecasting, and resource allocation to ensure fiscal responsibility.
  • Leadership and Team Development:
    Lead, mentor, and develop procurement staff, promoting excellence, accountability, professionalism, and continuous improvement.
  • Representation and Advocacy:
    Represent SEA’s Procurement Department in executive committees, audits, institutional planning sessions, and cross-functional meetings.
