The Kansas Office of Early Childhood (KOEC) exists to strengthen Kansas's early childhood system by improving efficiency, transparency, and safety in state programs, funding, and policy implementation. KOEC oversees over 20 early childhood care and education programs including childcare licensing and subsidy, home visiting, and grant programs funded through the Children's Initiatives Fund.

* Salary Range: $48,000 - $52,500

Position Summary:
Program Management:
Provides programmatic oversight, quality assurance, and programmatic functions of home visiting programs for pregnant women and families with infants and young children, including the Maternal, Infant and Early Childhood Home Visiting (MIECHV) Program and the Maternal and Child Health (MCH) universal home visiting program. Assists with preparation of federal/state grant applications and reports for submission to funding agencies. Reviews quarterly/semi-annual program reports and data, for grantee/contractor progress toward meeting program objectives and outcomes.
Maintains a system for assessing, evaluating and tracking performance. Conducts monitoring and site visits of grantees/contractors to verify practices and compliance. Informs and advises regarding program standards and areas needing improvement. Provides and facilitates consultation, technical assistance, and communication to grantees/contractors in areas of program administration, program requirements, reporting, and quality assurance. Assists annually with the review/revision of the program's funding applications from local partners and reporting guidance materials in relation to the home visiting program.
Reviews grant applications for projected outcome and process objectives. Policy Development:
Reviews, collaborates, and implements policies, procedures, criteria, and guidelines for use by local agencies and others regarding home visiting program functions in compliance with state and federal grant guidance/requirements and professional standards. Maintains a system to detect weaknesses and inadequacies in program services and procedures, data collection policies and reporting procedures used by home visiting grantees/contractors. Provides data and analysis with recommendations to inform the public and others about policy, legislative and other matters which impact the health of Kansas mothers, infants and young children, and their families.
Collaboration & Workforce Development:
Strengthens partnerships with public and private agency and advocacy groups with focused interest in MCH and home visiting programs. Collaborates in development of interagency information, referrals, partnerships, and agreements. Participates on inter-agency and intra-agency committees and on other groups as assigned. Assesses educational and program needs of local and state home visiting staff, and develops and implements appropriate orientation, in-service, and continuing education programs accordingly.
