Program Manager - Underground Injection Control Class I
Applicants holding a BS in Geology or related sciences.
Perform as lead worker in the planning, coordination and oversight for the implementation of the Underground Injection Control Program within the Geology and Well Technology Section. Responsible for assuring consistency, developing, modifying and implementing quality assurance/quality control, fairness, and following all agency/bureau/section guidelines and policies for all program elements. Plans and conduct surveillance, permitting, monitoring and inspection activities for well construction and abandonment for all UIC Class I facilities and UIC wells.
Conduct and evaluate geological and hydrogeological studies of geologic formations to determine environmentally sound and protective criteria for well construction, operation and abandonment. Reviews and evaluates complex geologic and hydrogeologic work plans, proposals and reports for completeness, accuracy, and technical adequacy. Provide technical guidance for complex, highly specialized projects requiring advanced professional experience and a license in geology. Includes analysis and interpretation of complex geological and other technical data to identify and develop solutions to complex environmental problems.
Ensures State/EPA commitments are met. Prepares reports as required by the EPA Underground Injection Control Program.
Job Responsibilities may include but are not limited to the following:
Assists with the review of UIC Class I permit applications, projects and proposals. Evaluate groundwater and geologic conditions and hazards to determine feasibility, location and safe development of projects. Prepares and provides comments concerning deficiencies and initiates appropriate follow-up with industries, well-known owners or consultants to address noted deficiencies. Assist with reviews of facility submissions detailing brine solution rates, injection fluid rates, injection pressures, cavern dimensions, disposal zone capacity and characteristics, logging data, surface elevations and plugging procedures/records for abandoned Class I UIC wells to determine whether cavern development procedures could cause collapse or subsidence or injection procedures can over pressure or allow the escape of injected fluids into the environment.
Review and prepare surface geology and hydrogeologic maps, maps of the extent and configuration of water producing zones and geologic cross-sections of water bearing zones, confining intervals and disposal intervals to determine protective requirements. Assimilates and…
