Position Summary & Responsibilities
Position Summary:
The Financial Analyst will be the subject matter expert in computing, analyzing, and applying the agency's Indirect Cost Rate (ICR). The Financial Analyst will research
1) federal policy,
2) best practices across the public sector, and
3) internal accounting transactions and funding balances to make sure the ICR is accurately applied.
The Financial Analyst will work closely with the vendor contracted to compute the federally certified Indirect Cost Rate by answering the vendor's questions and providing the data and information requested by the vendor.
The incumbent will also help to compile data for, and assist in the reporting of, the annual Schedule of Expenditures of Federal Awards (SEFA) and the Annual Comprehensive Financial Report (ACFR).
The incumbent will be responsible for the tracking, reconciliation, and reporting of up to 5 federal grants and contracts.
An important function of this position is for the Analyst to be able to work independently, report findings to stakeholders, and make recommendations based on the research conducted.
Job Responsibilities may include but are not limited to the following:
Analysis and Research
The Financial Analyst researches and confers with federal, authoritative sources to ensure the agency's ICR is accurate and applied appropriately to its federal grants. This position analyzes the agency's application of the Indirect Cost Rate and identifies areas in which the rate is used incorrectly and identifies additional areas in which the ICR should be applied. The internal research/analysis of this duty involves examining General Ledger entries and aggregate fund balances.
The Analyst will research best practices and trends for federal grant recipients in the public sector to make sure the ICR is accurately and efficiently computed and applied. Attend trainings provided by governmental or private sector entities regarding the ICR or federal grants.
The incumbent recommends policies and procedural changes.
Assists in annual ICR formula
The Financial Analysist is the primary contact for KDADS and the vendor contracted to compute the agency's yearly ICR. The analyst will
1) collate information for the vendor;
2) answer the vendors questions regarding the information; and
3) act as a liaison between the vendor and KDADS staff to ensure the vendor has the necessary data to compute the ICR.
The analyst will present the draft/preliminary Indirect Cost Allocation Plan (ICAP) to KDADS stakeholders and make recommendations based on the draft ICAP.
For assigned federal grants, the incumbent will analyze and compare agreement financial reports; provide technical assistance in resolving billing discrepancies; initiate purchase requisitions; establish encumbrances; enter supplier contracts; initiate agreement payments and journal vouchers.
Fiscally monitor agreements; initiate payment requests; develop spreadsheets and monitoring tools for fiscal data management of agreements; reconcile payments; monitor fund usage; and complete fiscal close-out of agreements. Creates and develops Ad-hoc reports and statements such as expenditures/revenue reports and financial forecasts.
Assists in SEFA and ACFR reporting
Incumbent assists management in compiling data for annual Schedule of Expenditures of Federal Awards (SEFA) and Annual Comprehensive Financial Report (ACFR) reports.
Other Duties as Assigned
The incumbent will assist and support other duties as assigned including, but not limited to, various grants and contract processes and accounting tasks as required by Supervisor and/or FISC Commissioner.
