Position Summary & Responsibilities

Position Summary:

This position advises the Financial and Information Services Commission (FISC) Commissioner on fiscal strategy and oversees major financial functions for KDADS, including budget development, forecasting, funding analysis, and risk assessment. It leads the creation and management of the agency's approximate $4 billion budget through approximately 80 different funding sources and annual federal budgets and serves as KDADS' primary point of contact for finance-related legislative activity.

Job Responsibilities may include but are not limited to the following:

Fiscal Monitoring & Forecasting

* Review, analyze, and evaluate monthly KDADS expenditures to ensure alignment with agency missions, goals, and priorities.

* Identify spending discrepancies and recommend corrective actions to agency staff, managers, and commissioners.

* Oversee review of SHaRP and SMART fiscal records to verify accuracy and adherence to budget intent.

* Collaborate with the Accounting Division to ensure expenditures are recorded according to agency, state, and federal guidelines; resolve discrepancies as needed.

* Reconcile SHaRP payroll downloads with SMART and ensure positions are charged to correct departments.

* Produce quarterly reports for the grants unit to support CMS-435 reporting.

* Update budget worksheets to reflect changes in positions or payroll status.

* Coordinate with Human Resources to reconcile SHaRP budget data with IBARS downloads.

* Analyze spending trends for entitlement and non-entitlement programs; project long-term funding status and identify potential shortfalls.

* Notify the FISC Commissioner of emerging shortfalls and recommend adjustments.

* Prepare Executive Directives for Governor approval in accordance with Division of Budget guidelines.

* Agency lead in caseload estimating, preparing and presenting related briefing materials.

* Manage ongoing review of program and caseload expenditures to identify problems, inconsistencies, or funding gaps; advise the FISC Commissioner on findings.

* Supervise Budget Analysts responsible for budget development, analysis, execution, and monitoring.

State Budget Development

* Develop and implement KDADS budget processes for agency managers and divisions.

* Provide training to commissioners and division directors to ensure consistency in budget development.

* Advise division staff on budget alternatives and implications during budget formulation.

* Prepare commission fiscal budget requests and integrate them into the agency budget document.

* Calculate funding splits for federal programs, SGF, survey and certification match funds, and other funding sources.

* Review and edit KDADS budget submissions for continuity, mission alignment, and compliance with state guidelines.

* Lead or direct budget entry into IBARS and oversee preparation of the formal budget document for the Division of Budget.
