Position Summary & Responsibilities

Position Summary:

The position (K0246933)

Manages and maintains a master database of all agency contractual agreements. Facilitates and administers the routing of contractual agreements, grant applications and all other documents requiring the Secretary's signature through Docu Sign. Monitors documents through the approval process.

Reviews agency contractual agreements in which funds are to be obligated and generates requisitions in the Statewide Management Accounting and Reporting Tool (SMART) system to obligate the funds. Modifies the subsequent purchase orders that are generated as necessary so that payments can be made against the purchase order. Performs adjustments to funding, contract term dates, or other contractual terms as requested by division fiscal analysts or Bureau Grant Managers.

Serves as the central point of contact to assist bureaus and/or programs with the development of contractual agreements ensuring that mandatory terms and provisions are incorporated as appropriate. Provides guidance to agency staff on required supplemental documentation or approvals that may be required prior to the execution of the contract agreement to ensure compliance with State Procurement policies. Consults with the Director of Procurement as necessary to ensure that all requirements have been met prior to releasing the contract into concurrence.

Reviews contract amendments per established procedures documenting the changes being made to the original agreement to determine what if any supplemental documentation or approvals are necessary to ensure compliance with State Procurement policy.
