Regulatory Compliance Specialist
Position Summary
The Human Resource Director is responsible for policy development and implementation for the Human Resources/Payroll department. The Director coordinates and supervises HR and Payroll functions, including employee relations, development (new hire onboarding and training), compensation, and compliance with Federal, State, and Tribal laws and regulations. The Director develops and maintains the annual department budget, monitors monthly expenditures, and guides departmental staff, managers, supervisors, and broader management.
EssentialFunctions of the Position
- Develops and recommends organizational personnel and safety policies and procedures to management.
- Maintains compliance with Federal/State/Tribal laws and regulations.
- Consults legal counsel to ensure policy compliance with applicable laws.
- Identifies legal requirements and relevant regulations affecting personnel functions.
- Assists management in developing and implementing wage and salary structures and compensation policies.
- Directs the preparation and proper maintenance of all HR-related records, ensuring compliance and documentation for disciplinary actions and terminations.
- Maintains positive employee relations by mediating or mitigating employee problems and complaints.
- Develops and maintains the departmental budget.
- Works cooperatively with management staff, regulatory officers, and external stakeholders.
- Guides department managers in handling employee issues.
- Follows and ensures policy and procedures of the chain of command.
- Participates on committees and special projects.
- Develops and administers benefit plans in coordination with the organization’s budget.
- Prepares 401(k) contribution submissions and annual plan census and valuations.
- Works with department managers to perform job analysis and update job descriptions.
- Maintains high levels of confidentiality at all times to protect employees and the organization.
- Performs other duties as assigned or requested by management.

- Knowledgeable of Federal, State, and Tribal employment laws and regulations.
- Knowledgeable with Tribal Employment Rights Operation (TERO).
- Proficient management and training skills.
- Expertise in professional record keeping, writing, reporting, and project management.
- Excellent interpersonal, communication, facilitation, conflict, and mediation skills.
- Leadership and mentoring abilities.
- Research, data collection, and reporting competencies.
- Ability to effectively plan, implement, and manage assigned programs and functions.
- Ability to establish and maintain effective working relationships at all organizational levels.
- Ability to interpret and apply applicable policies, procedures, laws, codes, and regulations.
- Analytical skills to evaluate complex administrative and technical issues and data.
- Oral presentation skills to convey information and concepts clearly.
- Capacity to work independently and as part of a team.
- Maintenance of high confidentiality standards at all times.
- Aptitude for working under pressure and meeting strict deadlines.
This position supervises Human Resources staff.
Physical DemandsRequired to walk, stand, sit, and move around the property for long periods. Ability to lift or move up to 50 pounds.
Work Environment- Work primarily performed in an office setting.
- Limited exposure to external environmental conditions such as heat, cold, rain, snow, and ice.
- Exposure to smoking and secondhand smoke.
- Must be able to work nights, weekends, and holidays.
- Noise level can range from minimal to intense.
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Eight (8) years of progressive Human Resources experience (or equivalent education/experience).
- Three (3) years of casino operations experience preferred.
- SHRM CP/SCP certification preferred.
- Valid driver’s license.
- Successful background check and key gaming license.
