Staff Accountant

Sheboygan County is seeking a detail-oriented, analytical, and collaborative Staff Accountant to join our Finance Department. This position will primarily support operations located at Sheboygan County Highway Department in Plymouth, Wisconsin, while also assisting with countywide financial activities as needed. This role is ideal for an accounting professional who enjoys solving complex financial challenges, improving processes, and supporting transparent, accountable government operations that directly impact the community.

As a Staff Accountant, you'll play a key role in maintaining the integrity of countywide financial systems, supporting audits and budgeting processes, and partnering with departments across the organization to ensure strong fiscal stewardship.

The following duties are considered essential functions of the position. Additional duties may be assigned.

• Perform advanced professional accounting, financial reporting, and financial analysis activities in support of countywide operations.
• Apply Generally Accepted Accounting Principles (GAAP), governmental accounting standards, and applicable federal, state, and local regulations to accounting transactions and reporting.
• Prepare and review journal entries, reconcile general ledger accounts, and assist with monthly, quarterly, and annual financial reporting processes.
• Support preparation of the County's Annual Comprehensive Financial Report (ACFR).
• Develop and maintain consistent accounting practices and procedures across County departments.
• Review accounting systems, financial processes, and internal controls; identify risks and recommend corrective actions or process improvements.
• Provide technical accounting assistance and guidance to County departments regarding budgeting, expenditure coding, compliance, and reporting.
• Assist departments with annual operating and capital budget development, variance analysis, and financial monitoring.
• Maintain and reconcile fixed asset records and coordinate physical inventory processes.
• Provide functional support for financial systems, including JD Edwards or similar ERP platforms; assist with testing, upgrades, reporting, training, and troubleshooting.
• Prepare audit schedules, financial analyses, and supporting documentation for auditors and regulatory agencies.
• Assist with grant financial monitoring, reporting, and compliance activities.
• Support project accounting, job cost analysis, and financial tracking for assigned initiatives.
• Prepare required state, municipal, and intergovernmental invoices, reconciliations, and reports.
• Monitor and reconcile agency accounts, including custodial, patient, or inmate funds as assigned.
• Prepare and present financial reports and analyses to County leadership, department heads, and other stakeholders.
• Perform other duties as assigned to support Finance Department operations.

• Bachelor's degree in Accounting, Finance, or closely related field required.
• Three (3) years of progressively responsible professional accounting experience preferred, preferably in governmental or public-sector accounting.
• Experience with governmental accounting standards, financial reporting, budgeting, and audit support preferred.
• Equivalent combination of education and experience may be considered.
