- Qualified candidates will be able to perform accounting functions statutorily and administratively assigned to the Clerk of Courts. These functions include but are not limited to:
Collection of bond, fines, fees and court costs, establishing payment plans, enforcing failure to pay actions, reporting and distribution of funds collected. Initiate new case filings both via e-filing and the filing of physical documents. - Implement and monitor collection procedures for accounts receivable including but not limited to issuing reminder notices, income assignments, tax intercepts, driver license suspensions, attorney fees, restitution and monitor payment plans.
- Receipts applicable filing fees by credit card, cash, check or money order for bail bonds, traffic fines and forfeitures, sheriff sale proceeds, out of county bond postings.
- Complete necessary documents for issuance of commitment warrants and commitment cancellations.
- Distribute documents to appropriate agencies.
- Maintain financial records including unpaid fines, fees and court costs to ensure collections processes are commenced when they are eligible for collection.
- Maintain accurate electronic records. Ensure paper documents are properly processed and scanned into the Consolidated Court Automation Program (CCAP) record.
- Review collected funds and ensure proper reporting and distribution.
- Perform necessary complex adjustments of accounts receivable and accounts payable in accordance with General Accounting Principals.
- Compile and prepare reports for use of grants.
- Reconcile and maintain department case files and financial records in CCAP.
- Work with Corporation Counsel on collection of various receivables.
- Monitor and review account input by various other office staff.
- Process adjustments and notices for non-sufficient funds checks.
- Process record check requests.
- Possess a complete understanding of circuit court records that are confidential. Maintain confidentiality when providing circuit court records to any party making a records request.
- Ability to respectfully assist the public in case and procedural information, in person and by telephone within statutory guidelines.
- Knowledge in Criminal, Civil, Small Claims, Family and Juvenile is essential and required in this role.
- Understanding the court record and the many documents in the various case types is essential to the Accounting Specialist role.
- Ability to adapt to change in laws, procedures and software.
- Perform other duties as may be assigned.
- High school diploma or equivalent.
- Accounting experience that provides knowledge, skills and ability preferred.
- Two years prior experience ina Clerk of Courts office preferred as an Accounting Assistant.
- Knowledge of generally accepted accounting practices.
- Strong communication skills.
- Customer service experience preferred.
- Comprehensive knowledge of CCAP case management and financial management.
- Proficiency in legal terminology.
- Ability to follow complex written and oral instructions with minimal supervision.
- Attention to detail and accuracy are essential to this position.
- Ability to work in a fast-paced environment.
- Proficient in typing skills.
- Reports to Deputy Clerk of Courts for work product supervision and assignment, Deputy Clerk of Courts and/or Clerk of Courts for personnel management.
- Does not supervise any other employees.
- May direct work of Accounting Assistants as instructed by supervisor. Assists in training of new employees.
- Cooperates with other employees to attain the goals of the division and department.
- Position involves frequent interaction with members of the public, law enforcement and legal counsel.
- Must consistently provide courteous and helpful assistance to users of the office.
