This role combines operational Human Resource (HR) leadership with strategic vision, driving innovative initiatives and fostering a high-performance work environment. Working collaboratively, the Manager builds strong relationships within a client portfolio model, providing expert guidance and integrated support on a broad range of people and culture/human resource matters to address organizational and departmental needs. The Manager also leads, oversees and participates in multifaceted HR projects, programs and strategies aligned with the People, Safety and Culture (PSC) Strategic Plan and broader CRD corporate plans.
KeyAccountabilities/Position Outcomes
- Leads and provide expert advice and support to a client portfolio within the organization in the areas of employment services, labour relations, talent management, compensation, occupational health and safety, employee performance management, abilities management, learning and development, HRIS and records, and policy development and administration.
- Ensures strategic human resource initiatives align with the People, Safety and Culture Strategic Plan, as well as integrated with the CRD Corporate Strategic Plan and business plan requirements; evaluates and measures successes to ensure sustainability.
- Maintain consistency with HR best practices for local government operations and corporate strategies.
- Anticipates and interprets corporate and client needs to identify, apply and implement strategic recommendations on innovative solutions to achieve corporate objectives.
- Actively develops, reviews, and implements policies, procedures, and practices as necessary to ensure consistent corporate application and appropriate best practices.
- Coaches, advises, and assists managers in human resource initiatives, programs and directives.
- Administers complex collective agreements, employment bylaws, and employment and labour legislation, providing coaching, advise and facilitation services on labour relations matters.
- Ensures consistency in compensation through job evaluation using established frameworks, and reviews and analyzes job descriptions within area of responsibility to ensure accuracy, consistency and alignment with pay structures
- Takes a leadership role in developing, leading, implementing, and delivering professional HR initiatives, projects, and services, with the continuous aim of ensuring the CRD remains a vibrant and high-performance organization.
- Provides clear direction, support, mentorship, and coaching to team members within the People, Safety and Culture team.
- Chartered Profesional in Human Resources designation is considered an asset
- Degree in a related discipline
- A minimum of 8 years' directly related experience
- Direct professional experience in a unionized setting
- An equivalent combination of education and experience
Valid BC Driver's Licence
Role Specific Knowledge, Skills, and Abilities- Must be a strategic thinker who can see and understand the CRD big picture, build and apply HR programs, services, and expertise that support the organization in reaching its strategic goals, objectives and desired organizational culture.
- In-depth knowledge of labour, employment, and occupational health and safety regulations and legislation, with the ability to contribute to the development of enabling policies and procedures.
- Exceptional conflict resolution skills, including the ability to effectively balance information and influence to challenge others to review alternatives, and make informed decisions to reach a mutually beneficial outcome.
- Exceptional labour relations skills, managing disputes from beginning to end (including investigations, grievances and arbitrations), and find paths to resolution
- Strong interpersonal and communication skills (written and verbal).
- Demonstrated ability to proactively build a strong network of relationships and partnerships, increasing HR's visibility and client confidence.
- Established reputation as a business partner with your clients, using your HR knowledge and expertise to support and assist clients to achieve their business goals.
- Ability to establish strong working relationships with Union executive members, CRD employees and senior staff, staff of member municipalities and the Greater Victoria Labour Relations Association, Work Safe BC contacts and other partners.
- Demonstrated ability to apply an equity, diversity, inclusion, and accessibility lens and consider various perspectives.
- Experience participating in executive level discussions that may have strategic and political implications, demonstrating the ability to confidently provide well researched advice and information that supports senior level decision making.
