Sheffield Town Hall, one of the city’s five Grade I listed buildings, is undergoing a major refurbishment programme to secure its long‑term future as a civic, cultural and democratic landmark. The project will create a more sustainable, accessible and welcoming ‘Town Hall for All’, providing high‑quality civic, community, office and event spaces while protecting the building’s historic character

We are seeking a Technical Services Manager to join our growing Facilities Management team and support the delivery of this ambitious project. The role will help modernise the FM service through a more proactive, planned and data‑led approach to maintenance, asset management and operational delivery, while influencing how the refurbished Town Hall is designed, maintained and operated, helping to create a resilient civic building that is efficient and sustainable to manage long term.

About

the Role

You will be part of the Town Hall team, providing senior technical support to the refurbishment project, working closely with consultants, contractors, services across Sheffield City Council and the wider Facilities Management service. The role will help coordinate technical activities across the live operational environment, ensuring building systems, maintenance requirements and operational considerations are fully integrated into project delivery.

The role will focus on technical assurance, operational coordination and supporting enabling works required throughout the refurbishment programme. You will bring technical expertise to help shape a safe, efficient and maintainable civic building while supporting the long‑term development of the Facilities Management service.

This is an opportunity to play a leading role in one of Sheffield’s most significant civic projects. The initial 18‑month fixed‑term contract aligns with RIBA Stage 2 (Concept Design) of the project, and you will be based in the Town Hall Project Office.

Key Responsibilities
  • Provide technical support to the Sheffield Town Hall refurbishment project on behalf of the client and FM team, working closely with consultants, contractors and stakeholders.
  • Coordinate emergency works, pilot projects and enabling works associated with securing the ongoing occupation of the building and the refurbishment project.
  • Manage and coordinate site access arrangements and intrusive investigations within the live building environment.
  • Support quality assurance activities to help ensure works meet required standards, specifications and operational needs.
  • Co‑ordinate decant activities and support the planning of temporary operational arrangements and storage rationalisation throughout the project.
  • Monitor technical risks, issues and project actions, escalating concerns where appropriate.
  • Build positive working relationships with colleagues, contractors and project partners.
  • Contribute to the development of facilities management strategies for example our corporate security strategy and fire safety strategy.
About You

You will be an experienced and proactive technical professional, with a strong understanding of building services and operational environments. You will be confident coordinating technical activities across complex projects and working collaboratively with a wide range of stakeholders.

You will have:

  • Experience with in technical, building services, maintenance or project delivery environments.
  • A mechanical or electrical background, with a strong understanding of building systems and operational requirements.
  • Experience supporting refurbishment, construction or capital projects within operational buildings.
  • Knowledge of planned maintenance, technical compliance and asset management principles.
  • Strong organisational and problem‑solving skills, with the ability to manage competing priorities.
  • Good communication and stakeholder engagement skills, with confidence using digital systems and Microsoft Office applications.
