Part-Time Utility Construction Inspector

Cleveland County Water (CCW) is currently seeking qualified applicants for the part‑time, on‑site position of Utility Construction Inspector. This role performs difficult skilled trades work inspecting utility construction, which may include installing, repairing, and maintaining water distribution lines and appurtenances, operating heavy equipment, and related work.

Responsibilities Include
  • Act as a site inspector for construction projects by external vendors (DOT, CCW contractors, etc.)
  • Locate and mark valves
  • Flush water lines
  • Train other technicians and ensure work is done safely and effectively
  • Install, maintain, and repair water lines, services, meters, meter boxes, valves, water taps, fire hydrants, etc.
  • Inspect, maintain, and repair pump stations and elevated storage tanks
  • Perform general maintenance and upkeep of CCW land and facilities
  • Respond to citizen inquiries and complaints
Required Knowledge, Skills, and Abilities
  • Thorough knowledge of the tools, materials and equipment used in the installation, replacement, maintenance, and repair of utility lines
  • Thorough knowledge of CCW water distribution system
  • Thorough knowledge of a variety of maintenance and manual tasks involved in the installation, maintenance, repair, and replacement of utility lines and appurtenances
  • Thorough knowledge in the use of common hand and power tools
  • Thorough knowledge of the occupational hazards and safety precautions of the work
  • Ability to operate backhoe and other medium construction equipment
  • Ability to perform manual and semi‑skilled labor for extended periods, often under unfavorable weather conditions
  • Ability to assign and oversee work of others on the jobsite
  • Ability to solve problems and make autonomous decisions within scope of responsibilities and implement effectively
  • Ability to plan activities and carry them through effectively
  • Ability to establish and maintain effective working relationships with associates, contractors, and the general public
Education, Certification, and Experience
  • High school diploma or GED required. Considerable experience in the maintenance, repair, and/or construction of water lines and operating heavy equipment; or equivalent combination of education and experience
