Position: MS4 Stormwater Utility Coordinator & City Engineer Assistant

The City of Shelbyville Engineering Department currently has an opening for a full time MS4 Stormwater Utility Coordinator & City Engineer Assistant position.

Incumbent reports directly to: City Engineer

Pay Rate: (EXE) $75,, depending on experience and certifications.

Incumbent serves as MS4 Stormwater Utility Coordinator and City Engineer Assistant, responsible for ensuring compliance with municipal separate storm sewer system guidelines and assisting the City Engineer in providing and maintaining public infrastructure and capital improvements to streets and drainage system within the City of Shelbyville.

DUTIES
  • Provide guidance between the City and the Indiana Department of Environmental Management (IDEM) with regard to NPDES general permit number INR
    040051 for the municipal separate storm sewer system.
  • Monitor construction activities within the City, providing stormwater erosion and sediment control oversight. Issue permits, conducts inspections, and enforces City ordinances and documentation of finding associated with such efforts, Maintains, created and updates maps of the City storm sewer system.
  • Provide erosion sediment control information to development and builders. Oversee IDEM Rulecompliance in the City.
  • Coordinate and develop public education awareness/participation programs, such as newspaper articles, trade fair involvement, stormwater education for school and development communities, public meetings, storm drain marketing, and river clean up.
  • Work with Soil & Water Conservation District (SWCD) and Shelby County Solid Waste to develop Storm Water Quality Management Plans (SWQMP).
  • Oversee outfall inspections at the receiving waters and examines dry-weather screening of outfalls, which may include excursions into waterways, including on foot and various watercraft.
  • Assist in facilitating growth and development of stormwater utility and new construction, providing development information to the Utility billing department and researches and complaints/questions for billing for creation management ordinance issues.
  • Create and implement procedures for receiving, tracking and addressing Storm Water Management Ordinance issues.
  • Track construction and post-construction stormwater pollution levels, complying with IDEM. Develop, implement and monitor Best Management Practice (BMP) for construction and post construction operations.
  • Create and maintain records for municipal operations, such as street sweeping, storm sewer and structure cleaning, pesticide or fertilizer use by the City or on City properties, de-icing agents used within the City, and household hazardous waste disposal.
  • Receive and respond to public complaints, conducting investigation and follow-up as necessary.
  • Update and maintain various department files and records, including active industrial facilities listings, program implementation problems encountered, funding source indexes and expenditure accounts. Identify stormwater quality improvement projects and updates receiving water information accordingly. Prepare and submit various reports to ICEM as required.
  • Attend training workshops/seminars as necessary to maintain certifications and continuing education requirements necessary to perform assigned tasks.
  • Assist the City Engineer with creating and maintaining the annual Storm Water Utility budget. Prepare and deliver erosion control written reports to the tech review as necessary.
  • Maintain all storm sewer infrastructure in the City. Oversee personnel responsible for storm sewer cleaning and maintenance and street sweeping.
  • Maintain GIS Mapping system for storm sewer infrastructure.
  • Assists City Engineer in developing and administering capital improvement projects for streets, drainage systems and other public infrastructures. Oversees preparation of construction plans, specifications, and on-site surveys and solicits and reviews bids from contractors for construction projects.
  • Inspects construction projects and subdivision developments before, during, and upon completion, ensuring compliance with state and local codes and contract specifications. Communicates with contractors and developers to resolve problems, and periodically mediates disputes as necessary.
  • Assists in the acquisition of rights-of-way, easements, and other land parcels needed for public works projects, including researching property records, negotiating with land-owners, and obtaining land.
  • Receives and responds to inquiries and complaints from the public and other City departments regarding transportation, road conditions, drainage concerns, building construction, and housing. Assist in reviewing permits for work in City Right of Way.
