This position is represented by the Teamsters 117 bargaining unit.

The candidate of choice must be comfortable working in a Prison environment as you will be required to work in facility daily.

The Washington State Department of Corrections is seeking an individual who is excited to make an impact through accuracy, accountability, and service. As a Fiscal Analyst 1, you’ll play an important role in supporting the agency’s mission of Positively Transforming Lives by helping ensure financial resources are managed accurately, responsibly, and efficiently. Your work will directly support the day-to-day operations of the agency and the individuals we serve.

In this position, you will be responsible for the accurate and timely management of incarcerated individual trust funds and financial transactions. You will review and process financial transactions, maintain accurate records, reconcile accounts, and ensure compliance with applicable policies, procedures, and regulations.

The Fiscal Analyst 1 works closely with staff and other stakeholders to resolve financial discrepancies, provide quality customer service, and ensure funds are properly accounted for and processed. Success in this role requires strong attention to detail, sound judgment, organization, and the ability to maintain confidentiality when handling sensitive financial information.

As a Fiscal Analyst 1, some of your duties will include:
  • Local fund accounting which could include:
    • Preparing monthly fiscal statements and reports in accordance with GAAP such as balance sheet, profit and loss, and cash flow statement on an accrual basis
    • Maintaining ledger accounts and analyze fiscal data
    • Accurately and efficiently processing deposit and withdrawal activity for locally held accounts
    • Accounting may include the Resident Trust Account 651, Incarcerated Individual Betterment Fund 298 (IIBF), Donations Account Fund 759, Imprest Account Fund 001 and concentration accounts
    • Preparing and processing accounting entries
    • Incarcerated individual releases
    • Month-end activity
  • General Accounting which could look like:
    • Recording and reconciling reimbursable activities and ensuring expenditures are cleared from the general fund by AFRS fiscal month close
    • Processing funds received to the General Fund account by keying Cash Receipts into TM$
    • Assisting LBM with minor tasks related to reconciliation of the general ledger accounts
    • Completing WEX fuel card audit
    • Coordinating with HQ Disbursement Unit to ensure timely payments

      Assisting with fiscal year-end closing activities
  • Other duties as assigned
What we need (required qualifications):
  • High School Diploma or GED
  • 12 Semester or 18 Quarter hours of accounting credits from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent

OR

  • Ability to obtain the listed credits and courses from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire
  • One (1) Year of Professional Accounting Experience (Defined as Fiscal Technician 2 level Accounting Experience or Above)

* Note:

A degree in a financial related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report.

Certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted year for year for professional experience.

What will make your application stand out (preferred qualifications):
  • Two (2) years of relevant professional experience. Relevant experience is defined as Fiscal Technician 2 or above work
