Overview
This position performs a variety of technical, supervised engineering, and administrative work in the design review, permitting, and construction inspection of city capital improvement projects and private land development projects.
As part of the selection process, candidates will complete a skills assessment to evaluate proficiency in the Microsoft Office suite.
Reviews project proposals, design calculations and construction plans for new development and inspects projects to ensure compliance with City standards. Communicates requirements both orally and in a written format to developers, engineers, contractors, other City departments and outside jurisdictions. Prepares and reviews engineering design and construction standards manual revisions. Performs research associated with various engineering projects as required, proposes solutions to technical engineering problems and makes recommendations.
Responsibilities- Review site development plans, specifications, and engineering report submittals for public and private development projects to construct street, water distribution, sewer collection, and storm drainage system improvements.
- Review and permitting is completed utilizing an electronic plan review/permit issuance software system.
- Participates in weekly design coordination meetings for public and private development projects, ensures timely reviews, completion of projects and resolves design and construction issues on a regular basis.
- Participates in recommending and establishing engineering policies, procedures, standards, guidelines, and specifications and evaluates the effectiveness of existing methods, policies, forms, and procedures. Proposes City code and standards changes per local, state, regional and national code standards.
- Knowledge of public and private street and utility construction practices and the ability to complete onsite construction inspections when needed. Completes daily inspection reports and other project documentation.
- Utilizes GPS equipment to gather infrastructure data; incorporates data into City’s GIS system.

- EDUCATION AND EXPERIENCE
:
High School Diploma or GED required. A minimum of 5 years of experience in permit management, planning, building, public works construction, surveying, and/or municipal land development. Preference will be given to candidates that have completed two years towards an associate’s degree in engineering, surveying, or other related field, and/or possess an Engineer-in Training Certificate, or have an equivalent combination of education, field, and/or office experience in civil engineering, contract administration, construction, or surveying work.

Must demonstrate the ability to effectively communicate project status to team members and superiors. Ability to work courteously and effectively with City staff, the business community, contractors, suppliers, and citizens.
- MATHMATICAL SKILLS
:
Ability to calculate figures and amounts for submittal of various reports. Basic knowledge of principles, practices, and methods of Civil Engineering, including specialties such as land surveying, GIS mapping, storm, water, and sewer system hydraulics.
