This position works in close cooperation with, and provides support to, the Finance Director in the management and administration of all Financial Services programs and activities. Responsibilities include payroll and benefits administration, bond administration, department records management, general and utility accounting, and all treasury functions.

Assist the Finance Director in the preparation and submission of the annual report, financial statements and other financial reporting. Plan, coordinate and organize all aspects of the annual audit with the State Auditor’s Office, ensuring deadlines are met, proper fiscal procedures are followed, and accurate accounting and financial reporting.

Assist the Finance Director in monitoring monthly revenues and expenditures of the city as they relate to the annual report.

Assist the Finance Director in preparing the annual budget and provide recommendations, technical expertise and advice to the Finance Director in all aspects of budget development.

Develop, maintain and apply knowledge of current and emerging automated accounting system technologies, financial laws, regulations, and accounting standards, and develop processes and methods to ensure efficient compliance with applicable laws, rules and procedures.

Facilitate the maintenance and analysis of general and subsidiary ledgers, operating statements, financial reports, records of fund activities, and analyze and reconcile various fund charges and direct necessary fund transfers.

Perform internal auditing of cash operations, ensure compliance with applicable financial policies and procedures and recommendations of internal control processes related to financial transactions.

Manage cash and investments daily; monitor bank balances, reconcile cash balances, transfer/wire funds, and monitor investment rates and earnings. Prepare and approve daily journal entries and adjusting journal entries.

Assist in providing administrative supervision over the central accounting activities of accounts payable, accounts receivable, utility billing, grant accounting and payroll.

Assist in coordinating and providing guidance to other managers, supervisors and project leaders and act as a technical advisor on studies and projects.

Act on behalf of the Director on matters that impact the operation of the department and have primary responsibility for establishing and maintaining effective working relationships with all levels of staff, public officials, auditors, agency representatives and the general public.

Occasional attendance at Council meetings, Council workshops, Council committee meetings, and community forums as directed by the Director.

Education and Experience

• Bachelor’s degree in finance, accounting, business or public administration with five (5) years increasingly responsible experience in the accounting field and supervision. Demonstrated experience in governmental accounting, auditing, and financial reporting. Or any equivalent combination of experience, education, and training that would provide the level of knowledge and ability required for the position.

    Strong ability to gather, analyze, interpret, and produce quantitative and qualitative financial data for budgets, reports, forecasts, audits, and policy recommendations.
