JOB SUMMARY:

Operations Manager,thePlant
Supervisor oversees all aspects of outside plant facilities operations, including managing the installationtoreplacement/removalsofcable facilities,customer services, access equipment,customerpremiseequipment(CPE), andworks withthe MSPSupervisoras need to assist withkeysystems.
Directs installation, maintenance and repairs/removals of buildings and generators in service areas.
Reviews and evaluates trouble reports,determines proper response schedules,and assigns staff accordingly.
Inspects, verifies, and documents conditions and maintenance requirements/investments of property surrounding buildings and facilities.
Trains and assesses staffcompetenciesregarding
Rural Utilities Service(RUS) specifications, safety procedures, and preventive maintenance operations. Documents and makesrecommendationsonimprovements togrounds, facilities,and equipment.
Evaluates condition of company equipment, tools, and supplies,reports,and makes recommendations on related purchases (upgrades/repairs, restocking, replacements).Work-related travel is expected in thispositionasnecessary.
Oversees the construction crew and third-party construction vendors ensuringefficientuse ofproject materials, quality, and accuracy are to Company specifications.
This position may perform all related job functions when necessary.
1. Personnel Staffing and Supervision:
- a. Manage and schedule staff projects and assignments,monitorworkloadand department coverage.
- b. Supervise assigned direct reports on attendance, tardiness, knowledge,skills,and abilities for task performance.
- c. Coordinate and / or deliver jobtrainingon industry related functions and use of materials/equipment. Maintain training recordsof dates, participants, and schedule training updates tomaintainknowledge/skills and any related license or certifications.
- d. Observe,inspect,and discuss employee performance.
- * Provide praise and recognition when appropriate.
- * Redirect and coach as needed for improved performance and task execution.
- * Continuous review of technical staffs’work results and practices, assessing quality control, safety, compliance, and best practices.
- * Document accordingly. Draft andfinalizeperformance reviews as scheduled for each individual employee. Present performance review information, discuss, gather employee input and team on planning next steps for improvement and/or continuing work performance levels.
- e. Research and broaden knowledge and skills oncurrent technology and developments affecting outside plant procedures, in preparation for guiding the department’s staff work efforts, and practices.
- f. Managetheon-call rotation schedule,monitor patterns ofcallouts, and respond to outside plant emergencies as required.
- g. Offer recommendations to management onhiring, terminations,and pay adjustments;however,this role does not make the final determination.

- b. Verify materialsrequiredfor projects, and delivery expectations.
- c. Supervise staff and contracted crews during construction, staking, route planning, splicing, installing, turn upsand testing of new plant facilities.
Activelyparticipateand contribute to process and associated duties when necessary and as time permits. - d. Verify work performed and ensure accuracy, andqualityofinstallations.
- e. Supervise staff operating light andheavy-duty construction equipment. As needed,maintain, andoperateequipment.
- a. Review workorder expectations, record materials and investments in projects and completion date / status on workorder closeouts.
- b. Team with Engineering and Accountingstaffto ensure details andaccuracyare reported. Review and address needed revisions/edits accordingly.
- a. Team with the Engineering staff,Regional Manager, and Plant Operations Managerto assess facility needs and improvements.
- b. Contribute to planning process forfuture growth of new/upgradedcablefacilities.
- c. Provide input and data for budgetary planning and costanalysesprocess.
- a. Overseethe day-to-day safety practices implemented bycrew members, and assess formaintaininglimited risks, exposures, and near miss incidents.
- b. Communicate and team withthe Safety, Fleet and Buildings Coordinator for guidance, training programs, access/use of PPE, and incident reporting and work site inspections.
