Job Summary
The Weatherization Specialist provides advanced customer service, determines eligibility, tracks daily/monthly logs, schedules inspectors, prepares invoices, and reviews work orders for clients. Works under limited supervision.
Organizational Relationships- Reports to:
Weatherization Program Manager - Collaborates with: COG staff; federal, state, and local agencies and officials; COG Governing Body;
Executive Director; and the general public
- Determine eligibility and gather required documents from applicants
- Review submitted billing/usage histories
- Verify ESI numbers and citizenship status
- Complete and label applicant folders
- Mail approval or denial letters
- Provide advanced customer/client services:
Assist via phone, email, and in person; answer questions; resolve issues efficiently and effectively - Track daily and monthly logs:
Update client list and maintain monthly inspection and contractor comparison sheets - Coordinate schedules with clients, contractors, and inspectors for initial, final, and QCI inspections; modify schedules as needed
- Prepare invoices:
Process contractor invoices, update pay sheets, and complete Building Weatherization Reports (BWRs) after inspections - Review work orders:
Explain assignments to contractors and address questions regarding work or omitted services - Perform other duties and responsibilities as required or assigned
- Knowledge of federal and state rules and regulations related to weatherization programs
- Proficiency in interview techniques and the ability to apply, communicate, and interpret rules, regulations, and guidelines issued by state and federal agencies
- Ability to establish and maintain effective working relationships with supervisors, co‑workers, program participants, service providers, and the general public
- Excellent written and oral communication skills
- Proficient computer skills, including Microsoft Word and Excel in a Windows environment
- Ability to analyze and interpret data, identify problems, and provide solutions
- Professionalism and a positive attitude; ability to work in an open‑office or cubicle environment
- Capacity for multitasking in both independent and team‑based settings
- Four (4) years of high school or high school equivalency education plus at least one year of relevant experience (preferred). Equivalent combinations of experience and training may be considered in lieu of a diploma.
- Appropriate driver’s license or alternate means of transportation
