SummaryThe IT Program Manager II is responsible for providing management oversight, strategic planning, and resources needed to execute the contract requirements for the Joint Operation Planning and Execution System (JOPES) and Transportation Visualizer (Trans Viz).
Responsibilities- Provide technical/management leadership for all requirements and establish goals and plans that meet project and program requirements from inception to completion.
- Develop and implement strategic plans and align them with overall business goals and objectives.
- Direct and control activities for a client, ensuring financial management, methods, and staffing meet technical requirements.
- Engage in client negotiations and interface with senior management, internal and external leadership, and technical experts, serving as a liaison between business and technical aspects of projects.
- Author, develop, deliver, and maintain program management delivery requirements.
- Exercise control over personnel responsibilities for specific functions or phases of programs.
- Select personnel based on knowledge and experience in relevant areas.
- Consult with staff to explain programs and individual responsibilities for functions and phases.
- Direct and coordinate activities to carry out program objectives.
- Review reports and records to ensure progress, modify or change methodology as required.
- Prepare program reports for superiors.
- Control expenditures in accordance with budget allocation.
- Other duties as assigned.
- Bachelor’s degree in information technology, program management, or related field preferred. Additional years of experience may be used in lieu of a degree.
- 10+ years of DoD/TRANSCOM program management, contract execution, stakeholder engagement, risk/quality management.
- Program Management Professional (PMP) certification required.
- Active Secret Clearance.
- Proficiency in program management tools and methodologies.
- Exceptional written and verbal communication skills.
- Ability to interact with key stakeholders to ensure timely responses and deliverables across all projects.
- Knowledge of contract execution and compliance with regulations and performance standards.
- Knowledge of risk management and quality assurance; ability to mitigate and monitor program risks.
- Superb planning, coordination, and organizational skills.
- Results‑driven with a positive attitude and high initiative.
- Ability to multitask, meet tight deadlines, and attend to detail while staying focused on key priorities.
- Ability to work nights, weekends, and holidays as required.
- Travel up to 10%.
- Good judgment and pragmatic approach to delivering solutions that align architecture, business constraints, and technology realities.
- Strong work ethic and active desire to learn.
- Skillful time management and organizational skills.
- Ability to work independently and within a team.
- Team collaboration and continuous improvement mindset.
