This position is in the Senior Executive Service (SES), an elite group of top government leaders, for the DISA Procurement Services Directorate, Defense Information Technology Contracting Organization (DITCO). SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.
DutiesThe Procurement Services Executive serves as the primary executive responsible for acquisition, planning, development, modification, and evolution of procurement capabilities within DISA's acquisition framework. As the senior leader for joint contracting and procurement war fighting support systems within PSD, the incumbent receives guidance from the Deputy Director and establishes strategic goals, priorities, and measures of effectiveness to ensure procurement activities and modernization objectives are achieved and programs/projects are delivered on time and within budget.
The incumbent works closely with Combatant Commands, mission partners, and stakeholders internal and external to DISA to provide executive acquisition lifecycle management of enterprise capabilities in support of joint operations and contracting requirements.
- Head of the Contracting Activity (HCA) and Executive Leader: Provides executive oversight for DISA contracting operations, serves as Source Selection Authority for competitive procurements over $100M, and leads the DITCO consisting of over 500 contracting/technical professionals and specialists worldwide.
- Strategic Workforce Development and Organizational Excellence: Implements comprehensive talent management strategies to hire, develop, retain, and empower contracting professionals through recruitment initiatives, Cyber Procurement Certification programs, knowledge‑sharing across DITCOs, virtual education platforms, and formal/informal recognition programs.
- Process Innovation and Modernization: Deploys and manages modern, automated contracting processes including the DISA Acquisition Package Preparation System (DAPPS), Other Transaction Authority (OTA), category management implementation, automation processes, and innovative procurement approaches.
- Strategic Stakeholder Relationships and Partnerships: Develops and maintains strong partnerships with senior leaders across DOW CIO, DOW Components, Combatant Commands, Military Services, War Agencies, mission partners, and industry vendors.
- Must be a U.S. Citizen.
- This national security position may require access to classified information and requires a favorable suitability review and security clearance, with failure to maintain clearance resulting in termination.
- Minimally eligible to obtain and maintain a Top Secret clearance with Special Compartmented Access.
- May be required to obtain and maintain Classified Courier orders.
- Position is testing designated, requiring random urine and illegal drug testing.
- Must comply with the Ethics in Government Act, Public Law 95‑521, submitting financial disclosure statements (SF‑278) annually and upon termination.

Bachelor's degree from an accredited institution authorized to grant baccalaureate degrees.
