The Department is accredited by the American Public Works Association (APWA) demonstrating use of best practices for the industry and a dedication to continually improving/enhancing operations and project delivery. The Engineering Division within the Department is seeking a motivated individual to fill the role of Engineer II and in this role become a key member of our Capital Projects Team.

The Capital Projects Team is responsible for the project management, design, and construction of City Capital projects. Our team delivers an annual Capital Improvement Program of $50 million to $70 million with projects in transportation, surface water, wastewater, and facilities.

The individual selected for this position will directly manage or support management of Capital Projects from planning through design and construction close-out and/or infrastructure programs. While they may work on a variety of project types, with this posting we are particularly interested in candidates with expertise and an interest in supporting our surface water and wastewater capital projects.

The project management role consists of planning, management, and design (or oversight of engineering consultants for design) of capital projects from inception through construction close-out in collaboration with other team members and managers. Project management assignments will include a combination of the following:

  • Roadway projects
  • New sidewalk and sidewalk rehabilitation projects
  • Off corridor bike network projects
  • Surface water projects
  • Wastewater projects
  • Facilities projects

We seek a motivated individual with capital project delivery experience and expertise or desire to grow. The ideal candidate will be able to work equally well independently and in inter-divisional teams to develop and deliver projects within established schedules and budgets.

Manage the development and delivery of capital projects subject to strict deadlines, including managing public involvement, hiring and overseeing consultants, and meeting schedule and budget objectives. Coordinate assigned activities with other divisions, departments and outside agencies. Establish and maintain cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provide highly responsible and complex project management and engineering support to City departments.

This is an advanced journey level classification. Positions at this level are distinguished from the Engineer I - Capital Projects classification by the level of license/certification required, the level of engineering and project management skills, the level of responsibility assumed, and the complexity of duties assigned. Employees in this classification perform the most difficult and responsible types of duties on complex and high-profile capital projects and activities requiring an effective combination of planning, engineering, project management and communication skills, fluency in procedures related to assigned area of responsibility and the ability to work independently.

Examples of Duties Essential Functions
  • Manage and oversee the development of capital projects including streets, facilities, parks, surface water, and wastewater. Meet schedule and budget objectives for assigned projects.
  • Administer contracts with outside consulting services as required; advertise, interview and select consultants; negotiate work programs for subsequent contracts.
  • Oversee consultants, monitor budget, contract expenses, schedules, and consultant performance.
  • Provide cost estimates and forecasts for capital improvement projects; assist in developing long-range plans for City infrastructure; research and prepare projections related to expenditures, revenues, and requirements.
  • Prepare engineering designs for capital projects including engineering calculations, preparation of plans and specifications.
  • Manage construction including schedules, bid openings, contract awards, construction progress, inspections, change management, and project close-out for all capital projects, identify problems, recommend and act to implement solutions throughout the project.
  • Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
