** Job Summary*
* Provides technical and construction support for high-voltage and medium-voltage electrical infrastructure, including transmission lines, distribution Responsible for managing and overseeing all aspects of transmission line and transmission/distribution station construction projects. This role ensures projects are completed safely, on schedule, within budget, and in compliance with engineering specifications, company standards, and all applicable Federal, State, and Local regulations. The position provides leadership in construction oversight, contractor coordination, quality assurance, environmental compliance, outage planning, and project closeout activities while supporting successful project execution from planning through commissioning.

* + Provide construction site management for all transmission line and station construction activities to ensure projects are completed within budget, schedule, and scope.

+ Oversee construction projects to ensure compliance with applicable Federal, State, and Local regulations.

+ Monitor project quality assurance and quality control activities to ensure adherence to engineering specifications and company standards.

+ Communicate construction progress, project milestones, and status updates to project teams.

+ Ensure compliance with OSHA requirements and AEP's safety compliance oversight program.

+ Perform site safety observations and complete required documentation.

+ Conduct contractor safety and environmental expectation meetings before and during project execution.

+ Coordinate with environmental teams and contractors to ensure compliance with AEP environmental policies, SWPPP requirements, environmental permits, and regulatory requirements.

+ Ensure environmental permits are obtained, maintained, and properly closed or terminated upon project completion.

+ Coordinate with Right-of-Way and Siting teams to ensure landowner agreements, governmental approvals, and required permits are secured before construction begins.

+ Verify permits for road crossings, railroad crossings, river crossings, access roads, right-of-way clearing, and other project activities.

+ Review engineering drawings and project documentation to provide construction input and improve design efficiency.

+ Interpret and utilize civil grading drawings, foundation drawings, grounding plans, conduit and cable schedules, wiring diagrams, one-line diagrams, switching diagrams, bus wiring diagrams, steel drawings, protection and control (PNP) drawings, manufacturer drawings, and SWPPP documentation.

+ Resolve construction, engineering, and material-related issues encountered during project execution.

+ Prepare and submit field markups that accurately reflect as-built installations.

+ Participate in project closeout meetings by providing lessons learned, issue resolution, and best practice recommendations.

+ Monitor procurement activities to ensure materials and equipment are ordered, delivered, inventoried, stored, handled, and installed according to project schedules and engineering specifications.

+ Coordinate material deliveries between contractors, Supply Chain, and laydown yards.

+ Collaborate with Engineering and Procurement to resolve material shortages or deficiencies.

+ Coordinate outage schedules with Outage Planning teams and oversee dispatched operating orders and clearances.

+ Ensure contractor work plans safely support scheduled outage windows and prevent operating errors.

+ Coordinate contractor resources, inspection personnel, manufacturer representatives, testing teams, commissioning resources, and other internal or external stakeholders throughout project execution.

+ Provide technical guidance to company personnel and contractors regarding transmission line and station construction.

+ Issue In-Service notifications to support timely project asset accounting.

+ Complete compliance attestation documentation for Most Limiting Series Element (MLSE) facilities.

+ Complete Construction Management responsibilities associated with the Capital Commissioning Checklist and verify required exemptions.

+ Participate in project estimate and bid evaluations.

+ Approve contractor timesheets when required.

+ Assist with invoice validation and project cost verification.

+ Provide contractor oversight during emergency restoration efforts and major storm response activities.

+ Support the development and delivery of construction-related training programs.

+ Utilize technical software and mobile technologies including Microsoft 365 applications (Excel, Word, PowerPoint), GIS, PDF editing software, Smartsheet, scheduling software, tablets, and smartphones.
